中邮通建设咨询有限公司（以下简称“招标代理”）受中国邮政航空有限责任公司（以下简称“招标人”）委托，就中国邮政航空有限责任公司欧洲办事处（卢森堡）会计事务所服务项目项下的服务进行公开招标。现邀请合格的投标人前来投标。

一、项目名称：中国邮政航空有限责任公司欧洲办事处（卢森堡）会计事务所服务项目

三、招标内容：采购欧洲办事处（卢森堡）会计事务所服务，服务期三年。具体内容包括：

1.财税服务：秘书行政服务；邮件处理；会计服务-记账账务处理；会计服务-编制年度财务报表；会计服务-年度财务报表申报；税务服务-公司税申报；税务服务-年度增值税申报表编制；合规服务-KYC首年度；合规服务-KYC每年复审。

2.薪税服务：常规薪酬服务-法定申报（工资税申报、CCSS 社保申报、失能申报、输出付款文件供客户执行月度发薪）；常规薪酬服务-工资单费用；常规薪酬服务-雇员年度薪资证明（含薪资年度对账、向 ACD 的 ECSP 申报；包含通过 MyGuichet 门户每月调取税卡）；一次性薪酬服务-系统初始化、政府行政手续办理；一次性薪酬服务-申请 MyGuichet 令牌，税卡月度跟进；一次性薪酬服务-雇员 CCSS 社保参保登记。

3.额外服务：非计划性额外工作。

注：

（1）投标人须以“包”为单位参加本项目的投标，并以“包”为单位提供投标文件。本项目分为1个包件。

（2）本项目设置最高单价投标限价，投标人报价如高于最高单价投标限价，其投标将被否决。

四、投标人资格条件：

（一）投标人须为卢森堡合法注册的会计师事务所，具备当地政府承认合法有效的资质文件（提供相关资质复印件）；

（二）投标人没有被责令停业，财产被接管、冻结，破产的情况，目前未处于暂停营业（提供承诺）；

（三）投标人近三年内无重大税务违规记录或行业处罚，无未决法律诉讼或重大客户纠纷（提供承诺）；

（四）投标人具有至少3年（含）以上服务中资企业驻卢森堡机构财税及薪税服务经验，需掌握中国与卢森堡双边税收协定政策，熟悉卢森堡政府税务稽查重点及常见合规问题（提供承诺）；

（五）投标人专属服务团队须需具备3年以上卢森堡本地税务服务经验（提供承诺）；

（六）被中国邮政集团有限公司或中国邮政速递物流股份有限公司或中国邮政航空有限责任公司列入黑名单且在规定期限及范围内的投标人，均无资格参加本项目的采购活动；

（七）与邮政无投资关系且存在以下情况的，不得参加采购活动：邮政领导人员及其亲属和其他特定关系人、邮政员工持股（限非上市公司），以个人身份（组织委派的除外）担任法人、董事长、总经理、监事的企业，以及邮政所属工会或员工集体出资成立的企业；

（八）投标人的法定代表人或负责人为同一人或者存在控股、管理关系的不同投标人，不得参加同一分包或者未划分包的同一招标项目投标；

（九）本项目不接受联合体投标；

（十）本项目不允许分包、转包；

（十一）投标人必须按照本项目招标公告的要求获取本项目招标文件，否则无资格参加本项目。

注：本项目将进行资格后审，投标人须按照“第五章 投标文件格式”的要求提供上述资格要求的有效证明材料，否则，其投标将被否决。

Tender Announcement for Accounting Firm Services Project of the European Office (Luxembourg), China Postal Airlines Co., Ltd.

Zhongyoutong Construction Consulting Co., Ltd. (hereinafter referred to as the "Tendering Agent"), entrusted by China Postal Airlines Co., Ltd. (hereinafter referred to as the "Tenderee"), hereby conducts a public tender for the ervices under the Accounting Firm Service Project for the European Office (Luxembourg) of China Postal Airlines Co., Ltd. Qualified bidders are hereby invited to submit bids.

I. Project Name: Accounting Firm Service Project for the European Office (Luxembourg) of China Postal Airlines Co., Ltd.

III. Procurement Content: Accounting Firm Services for the European Office (Luxembourg), with a service term of three years. The scope of services is specified as follows:

1.Fiscal & Tax Services: secretarial and administrative services; mail handling; accounting services – bookkeeping and accounting processing; accounting services – preparation of annual financial statements; accounting services – filing of annual financial statements; tax services – corporate tax return filing; tax services – preparation of annual VAT returns; compliance services – initial KYC verification for the first year; compliance services – annual KYC review.

2.Payroll & Tax Services: recurring payroll services – statutory declarations (wage tax filing, CCSS social security filing, incapacity benefit declaration, output of payment documents for the Client to execute monthly payroll); recurring payroll services – payroll costs; recurring payroll services – annual employee salary certificates (including annual salary reconciliation, ECSP declaration to ACD; including monthly retrieval of tax cards via the MyGuichet portal); one-off payroll services – system initialization and government administrative formalities; one-off payroll services – application for MyGuichet token and monthly follow-up of tax cards; one-off payroll services – CCSS social security enrolment registration for employees.

3.Additional Services: unplanned ad-hoc work.

Note: (1) Bidders must participate in the bidding for this project on a "Package" basis and submit bid documents on a "Package" basis. This project is divided into 1 package. (2) This project sets a maximum unit price bid cap. If a bidder's quotation exceeds the maximum unit price bid cap, its bid will be rejected.

IV. Bidder Qualification Requirements:

(1) The bidder must be an accounting firm legally registered in Luxembourg, holding legal and valid qualification documents recognized by the local government (provide copies of relevant qualification certificates);

(2) The bidder must not have been ordered to suspend business, had its property taken over or frozen, or be in bankruptcy; it must not currently be in a state of suspended operation (provide a commitment letter);

(3) The bidder must have no major tax violation records or industry penalties within the past three years, and no pending legal proceedings or major client disputes (provide a commitment letter);

(4) The bidder must have at least 3 years (inclusive) or more of experience in providing financial, tax and payroll services to Chinese-funded enterprises' institutions stationed in Luxembourg, must master the China-Luxembourg bilateral tax treaty policies, and be familiar with the key points of Luxembourg government tax audits and common compliance issues (provide a commitment letter);

(5) The bidder's dedicated service team must have 3 years or more of Luxembourg local tax service experience (provide a commitment letter);

(6) Any bidder blacklisted by China Post Group Co., Ltd. or China Postal Express & Logistics Co., Ltd. or China Postal Airlines Co.,Ltd. within the specified period and scope shall not be eligible to participate in the procurement activities of this project;

(7) Bidder having no equity investment relationship with the Postal Party shall be disqualified from participating in procurement activities if falling under any of the following circumstances:Enterprises whose shares are held by leading personnel of the Postal Party, their relatives and other specific related persons, or postal employees (limited to non-listed companies);Enterprises where any individual acts as legal representative, chairman of the board, general manager or supervisor in a personal capacity (excluding personnel assigned by the organization);Enterprises funded and established by trade unions affiliated to the Postal Party or employee collectives of the Postal Party;

(8) Different bidders whose legal representatives or persons in charge are the same person, or who have a shareholding control or management relationship with each other, may not participate in the bidding for the same sub-package or the same undivided tender project;

(9) This project does not accept consortium bids;

(10) Subcontracting and transfer (re-letting) are not allowed for this project;

(11) Bidders must obtain the tender documents for this project in accordance with the requirements of the tender announcement for this project; otherwise, they are not qualified to participate in this project.

Note: This project will conduct post-qualification review. Bidders must provide valid supporting materials for the above qualification requirements in accordance with the requirements of "Chapter 5 Bid Document Format"; otherwise, their bids will be rejected.
