本招标项目为中国邮政香港有限公司邮件、货物航空运输服务采购入围项目（招标人项目编号：ZYXG-JC-2022-017，招标代理机构编号：ZJZB-2023-11349）,招标人为中国邮政香港有限公司，招标代理机构为中捷通信有限公司。项目资金由招标人自筹，资金已落实。项目已具备招标条件，现进行公开招标（入围），有意向的潜在投标人（以下简称投标人）可前来投标。

　　This tender project is the shortlisted project of China Post Hong Kong Limited for the procurement of mail and cargo air transportation services (the project number of the tenderer is ZYXG-JC-2022-017, and the number of the bidding agency is ZJZB-2023-11349). The tenderer is China Post Hong Kong Limited, and the bidding agency is Zhongjie Communication Co., Ltd. The project funds are self-raised by the tenderee, and the funds have been implemented. 　　一、项目概况与招标内容

　　1、Project overview and bidding content

　　（一）项目名称：中国邮政香港有限公司邮件、货物航空运输服务采购入围项目。Project name: shortlisted project of China Post Hong Kong Limited for the procurement of mail and cargo air transport services.

　　（二）标包划分：本项目共划分三个标包，可兼投兼中。Division of bid packages: This project is divided into three bid packages, which can be bid and bid concurrently.

　　注：以上金额为招标人预测情况，仅供投标人参考，不作为招标人对二次采购项目的任何承诺，投标人请充分考虑市场风险、自身能力等因素。双方的结算以实际产生的业务量为准。Note: The above amount is the tenderee's forecast, which is only for the tenderer's reference, not as any commitment of the tenderee to the secondary procurement project. 　　（三）入围供应商数量要求：Requirements for number of shortlisted suppliers:

　　1、本次资格入围采用合格制，符合本项目资格条件的均成为入围供应商，资格审查标准和内容详见“投标人资格要求”；The qualification system is adopted for this qualification, and those who meet the qualification conditions of this project will become the shortlisted suppliers. See "Qualification Requirements for Bidders" for the qualification examination standards and contents;

　　2、若某标包通过资格审查的申请人不足3家时，该标包招标失败。If there are less than 3 applicants who have passed the qualification examination for a bid package, the bidding for the bid package fails.

　　（四）入围要求：Entry requirements:

　　1、本次入围采用合格制形式，通过资格审查的投标人均可成为相应标包的入围供应商，同一标包的入围供应商具备同等资格，入围后招标人不承诺分配任何业务，后续根据各项目需求及标准通过邀请竞争性磋商/谈判确定中标人。The qualification system is adopted for this shortlisting. Bidders who pass the qualification examination can become the shortlisted suppliers of the corresponding bid package. The shortlisted suppliers of the same bid package have the same qualifications. After being shortlisted, the tenderee does not promise to allocate any business, and then determine the winning bidder through invitation for competitive consultation/negotiation according to the needs and standards of each project.

　　2、入围合同期为两年，期间将对入围供应商进行考核。根据招标人相关管理规定及合同约定，违反廉洁协议、被检查通报、考核不达标、被合理投诉等情况，按照合同进行警告、退出以及进入黑名单等处罚，按考核结果执行退出机制。The shortlisted contract period is two years, during which the shortlisted suppliers will be assessed. According to the tenderee's relevant management regulations and contract agreements, in case of violation of the integrity agreement, being inspected and notified, failing to meet the assessment standards, and being reasonably complained, the punishment such as warning, withdrawal and blacklist shall be carried out in accordance with the contract, and the withdrawal mechanism shall be implemented according to the assessment results.

　　3、在入围期内，如出现有入围供应商数量无法满足招标人需求的情况，招标人有权重新采购增补新的入围供应商。During the shortlisted period, if the number of shortlisted suppliers can not meet the needs of the tenderee, the tenderee has the right to purchase and add new shortlisted suppliers.

　　4、当供应商出现不履行合同、围标串标、不参与入围后项目磋商/谈判等情况，我方将结合实际产生的影响，研究制定处理方案，并有权取消其入围资格，按推荐顺序进行依次递补。When the supplier fails to perform the contract, colludes with the bidder, and does not participate in the project negotiation/negotiation after being shortlisted, we will study and formulate the treatment plan based on the actual impact, and have the right to cancel its qualification for shortlisting, and make up for it in turn according to the recommended order.

　　（五）服务期限：签订两年的入围合同；在入围合同期内完成组织入围后通过邀请竞争性磋商/谈判确定合作商的项目，自确定成交合作商后由各需求单位签订不超过两年的合同。Term of service: a two-year shortlisted contract shall be signed; for the project for which the partner is determined through invitation for competitive consultation/negotiation after the shortlisted organization is completed within the term of the shortlisted contract, each demand unit shall sign a contract for no more than two years after the partner is determined.

　　二、投标人资格要求（本条款务必提供，否则将否决投标）Qualification Requirements for Bidders(This clause must be provided, otherwise the bid will be rejected)

　　（一）营业执照/商业登记证Business License/Business Registration Certificate

　　1、投标人须是在中华人民共和国内地或香港依法注册的独立法人或其他组织、能独立承担民事责任的、有能力为本项目提供服务的单位。The bidder must be an independent legal person or other organization legally registered in the mainland of the People's Republic of China or Hong Kong, which can independently bear civil liabilities and have the ability to provide services for the project.

　　2、投标人若为内地公司，则须提供合法有效的营业执照复印件；若为法人的分支机构，还须提供具备独立法人资格的上级机构授权证明；若为香港公司，则须提供合法有效商业登记证（BR）复印件及最新一期周年申报表（NAR1）复印件。If the bidder is a mainland company, it must provide a copy of the legal and valid business license; if it is a branch of a legal person, it must also provide the authorization certificate of the superior organization with independent legal personality; if it is a Hong Kong company, it must provide a copy of the legal and valid business registration certificate (BR) and the latest annual declaration form (NAR1).

　　（二）投标人须在内地或香港任一城市设有常驻机构（提供相关证明材料）。The bidder must have a permanent office in any city of the Mainland or Hong Kong (providing relevant supporting materials).

　　（三）资质要求：Qualification requirements:

　　标包1（需满足以下条件之一）：Package 1 (one of the following conditions shall be met):

　　1、投标人是航空公司或航司指定GSA（若是航空公司须提供营业执照/商业登记证；若是航司指定GSA须提供航司授权书）；The bidder is an airline or the GSA designated by the airline company (if the airline company, the business license/business registration certificate must be provided; if the GSA designated by the airline company, the letter of authorization must be provided);

　　2、投标人能提供不少于300字的带电邮件航空运输解决方案说明（包括详细的运作模式介绍以及相应方案实施过程中涉及的单证文件、法律发规文件等），同时提供证明其具备获取支持相应解决方案的邮件/货物航空运能的依据（航司授权书或BSA的合作协议）。The bidder can provide at least 300 words of description of the live mail air transport solution (including the detailed introduction of the operation mode and the documents, laws and regulations involved in the implementation of the corresponding scheme), and provide the basis to prove that it has the ability to obtain the mail/cargo air transport capacity supporting the corresponding solution (the letter of authorization of the airline company or the cooperation agreement of BSA).

　　标包2（需满足以下条件之一）：Package 2 (subject to one of the following conditions):

　　1、投标人是航空公司或航司指定GSA（若是航空公司须提供营业执照/商业登记证；若是航司指定GSA须提供航司授权书）；The bidder is an airline or the GSA designated by the airline company (if the airline company, the business license/business registration certificate must be provided; if the GSA designated by the airline company, the letter of authorization must be provided);

　　2、投标人提供证明其具备获取相关邮件航空运能的依据（航司授权书或BSA的合作协议）。The bidder shall provide evidence to prove that it has the basis to obtain the relevant mail air transport capacity (the letter of authorization of the airline company or the cooperation agreement of BSA).

　　注：GSA为航空公司指定销售总代理（General Sales Agent），BSA为包板/包舱协议（Block Space Agreement）。Note: GSA is the General Sales Agent designated by the airline, and BSA is the Block Space Agreement.

　　标包3（需满足以下条件之一）：Package 3 (subject to one of the following conditions):

　　1、投标人是航空公司或航司指定GSA（若是航空公司须提供营业执照/商业登记证；若是航司指定GSA须提供航司授权书）；The bidder is an airline or the GSA designated by the airline company (if the airline company, the business license/business registration certificate must be provided; if the GSA designated by the airline company, the letter of authorization must be provided);

　　2、投标人提供证明其具备获取相关货物航空运能的依据（航司授权书或BSA的合作协议）。The bidder shall provide evidence to prove that it has the basis to obtain the relevant cargo air transport capacity (the letter of authorization of the airline company or the cooperation agreement of BSA).

　　注：GSA为航空公司指定销售总代理（General Sales Agent），BSA为包板/包舱协议（Block Space Agreement）。Note: GSA is the General Sales Agent designated by the airline, and BSA is the Block Space Agreement.

　　（四）财务要求Financial requirements

　　遵守中华人民共和国内地和香港有关的法律、法令和条例，依法缴纳税收及社保记录良好，无财产被接管或冻结，不是破产状态，近三年无不良的工商税务记录。【注：投标人须提供承诺】Comply with the relevant laws, decrees and regulations of the Mainland of the People's Republic of China and Hong Kong, have a good record of paying taxes and social insurance in accordance with the law, have no property taken over or frozen, are not bankrupt, and have no bad industrial and commercial tax records in the past three years. [Note: Bidder to provide commitment]

　　（五）信誉要求Reputation requirements

　　投标人不能存在以下情况之一：The Bidder shall not have any of the following conditions:

　　1、曾有重大违法违规记录；Have a record of major violations of laws and regulations;

　　2、被行政监管部门责令停业、投标资格被取消状态；Being ordered by the administrative supervision department to suspend business and the bidding qualification is cancelled;

　　3、最近三年至今曾骗取中标或严重违约或出现重大质量问题；In the last three years, the bidder has won the bid by fraud or seriously breached the contract or had major quality problems;

　　4、最近三年在采购人项目中曾出现投标文件中的承诺条款与中标后实际服务情况出现重大偏差等不良信誉记录；In the last three years, there have been bad credit records such as major deviations between the terms of commitment in the bidding documents and the actual service situation after winning the bid in the purchaser's projects;

　　5、被中国邮政集团有限公司及其下属单位列入黑名单；Be blacklisted by China Post Group Co., Ltd. and its subordinate units;

　　6、被最高人民法院在“信用中国”网站（www.creditchina.gov.cn）或各级信用信息共享平台中列入失信被执行人名单；Listed by the Supreme People's Court on the "Credit China" website (www.creditchina.gov.cn) or on the credit information sharing platform at all levels;

　　7、曾恶意拖欠中国邮政集团有限公司及其下属公司欠费半年以上的公司。Companies that have maliciously defaulted on China Post Group Co., Ltd. and its subsidiaries for more than half a year.

　　与邮政无投资关系且存在以下情况的，不得参加采购活动：邮政领导人员及其亲属和其他特定关系人、邮政员工持股（限非上市公司），以个人身份（组织委派的除外）担任法人、董事长、总经理、监事的企业，以及邮政所属工会或员工集体出资成立的企业。Those who have no investment relationship with the postal service and have the following circumstances shall not participate in the procurement activities: postal leaders and their relatives and other special related persons, postal employees holding shares (limited to non-listed companies), enterprises acting as legal persons, chairmen, general managers and supervisors in their personal capacity (except those appointed by the organization), and enterprises established by trade unions or employees of the postal service.
