Section 3 Application for Hosting the 22nd UPU Congress
1999 is an extraordinary year for China Post. The 22nd UPU Congress will be held in autumn, the golden season in Beijing, the capital of China. As a significant congress at the meeting point of two centuries, it will generate a comprehensive and prolonged effect on the post sector of all countries, especially the postal sector in China.

Since the founding of the People's Republic of China in 1949, especially since the reform and opening up to the outside world, postal industry has gained remarkable growth, and is marching forward to the target of postal modernization. With the raising of international status, the function of China Post has been strengthened in the international postal affairs. China Post has enjoyed a good relationship with the UPU, the international Bureau of the UPU has always attached great importance to the position of China. As the proceeding Director, Mr. Baros put it: The whole world is watching the development in Asia now, and the center of their attention is China. We hope that China, as a big country, will have a further play of her role and exert more influence. China applied for hosting the 22nd UPU Congress under such a circumstance not only because all the conditions are met, but also because China enjoys a stable political situation, a prosperous economic growth, and a long history with brilliant culture. China attracts the world for her human-cultural scenery and the beautiful landscape. The situation has created a favorable condition for China to host the 22nd UPU Congress.
In January, 1994, the State Council approved the report for hosting the 22nd UPU Congress in China. After that, Minister Wu Jichuan of Posts and Telecommunications sent a formal letter to the Director-General of the international Bureau of the UPU, submitting the application of hosting the 22nd UPU Congress in 1999 in Beijing. In September, 1994, when the 21st UPU Congress was in session in Seoul, Korea, and the UPU Congress discussed the venue of the next UPU Congress, Vice Minister Liu Pingyuan, the head of the Chinese delegation restated the decision of the Chinese government to host the next UPU Congress. He expressed the position of China, which is to shoulder full responsibilities and commitment stipulated by the UPU to the host country, work hard in any possible way to make the UPU Congress in 1999 in China a full success. The Congress gave a warm applaud to pass the proposal. The 22nd Congress of the Universal Postal Union is scheduled to be held from August 23 to September 15,1999 in Beijing.
