Section 7 Post Law Construction and Employee Education

On Dec 2, 1986, "Post Laws of the
People's Republic of China" was passed
 in the 18th Conference of the Stand
Committee of 6th National People's
Congress,  and became effective since
 Jan. 1, 1987.

To ensure the normal operation of communication and maintain the legal rights of customers and enterprises, MPT enforced postal law construction. In Nov. 1983, the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Public Security and MPT jointly issued the announcement of protecting post communication. It stressed that, cases of destroying post communication should be cleared up as soon as possible. Those of disgusting conducts with serious effects should be punished severely by judicial offices according to law. After the is' sue of the announcement, judicial departments enforced the power to handle law cases, which played the role of preventing crimes in post field.

On Dec.2, 1986, 18th Conference of the Standing Committee of 6th NPC passed ''Post Law of People's Republic of China" which was signed by the President to be valid since Jan. 1, 1987. This was the first post law of the P.R. China.

It clearly regulated that "post enterprises should provide customers with rapid, accurate, safe, convenient post services", layed down decrees of modifying the relations between post and customers, and regulated the indispensable conditions of assuring post communication. On Dec.12, 1990, the State Council issued ''Enforcement Regulations of the Post Law of People's Republic of China". The issue and implementation of the Post Law and its Enforcement Regulations was of profound significance for the protection of public communication rights and maintenance of normal operation of post communication. It was convenient for post enterprises to undertake their operations according to law and made post administrations able to implement industry management according to law.

Since 1988, the steps of local post legislation had been accelerated. Standing Committees of NPC of many provinces, autonomous regions and cities of Shanghai, Liaoning, Tibet, Heilongjiang, Jiangxi and Zhejiang passed and issued administration regulations of post communication or regulations on protecting and developing post communication. People's Government of Hunan, Tianjin, Fujian, Henan and Anhui also issued regulations of protecting and developing post communication. These regulations had concrete articles of protecting post communication, which further enforced the legal assurance of post communication.

To ensure the smooth development of post communication and to improve worker's level and services, post departments also developed colorful educational activities. In March 1981, post department carried out civil virtue activities, with improving services and qualities, providing convenience for customers as the main contents of these activities according to the features of post departments, which improved services and attitude. In 1982, it carried out Civil Virtues Month activities, undertaking the education of providing good services and appealing for workers to learn from and catch up with advanced workers in their own work which directly contacted with customers.

Since March 1983, in view of existing problems of loss, damage, delay of mails and telegraphs, corruption, and problems in communication services, MPT carried out massive check on communication service qualities in the whole country staling with ideological education. MPT mobilized all post-staff to search for problems, draw up measures and undertake modifications. In 1984, MPT continued to carry out reexamining qualities, which consolidated the achievements of the quality check.

In the middle of 1980s, in accordance with the spirit of enforcing the education of professional responsibilities, professional ethics and professional disciplines regulated in the Report of 12th CCCPC, combining with its own characteristics, post department carried out professional ethics education and drew up & regulations of post professional ethics. (1) Love post industry, be devoted to one's duty. (2) Stick to communication position, ensure the smooth operation of communication. (3) Be proficient in technology and ensure communication quality. (4) Abide by communication disciplines and keep communication secrets. (5) Cooperate in the whole network. (6) Serve customers with their requirements. (7) Receive customers with courtesy. (8) Be upright and honest in performing official duties.

Since 1986, the key point of vocational education of post department was to earnestly correct attitude, resolutely stop all kinds of illegal activities, as well as, to energetically praise advanced workers, develop healthy trends, build up new atmosphere, and put forward the requirements of "strict administration, cooperation of the whole network, excellent service, good reputation". Since 1987 the construction was deepened and developed toward regularity, standardization and systematization. The conference of style construction of post offices of the whole country was held in Sept.1990 summarizing the style construction work of the last years and further promoting it in post industry.

To improve the awareners of law for post workers, according to the spirit of NPC about popularizing law knowledge, since 1986, MPT had carried out law knowledge education for 5 years, with diversified styles, such as training classes, lectures and films about laws as well as analogue court. It undertook law education and obtained good effect. After "Post Law" was issued, post departments continued to learn and carry out post law, examine post work according to the practice, and improve post quality.

The education work of law knowledge in post department was affirmed by judicial administration.
