Section 2 Communication Post in the War of Resistance against Japan and the Liberation War

After the War of Resistance against Japan broke out, "Eighth Route Army" and "New Fourth Army" which were led by CPC went deep into the rear o the enemy to establish the bases of the resistance war. Communication post organizations in all bases were set up one by one. At the beginning, organizations of the Party, the Government and the Army established their own communication which were managed and used by themselves. In 1938, Shanxi-Gansu-Ningxia Border Region canceled the Post Administration Bureau and established Communication Station. In the same year, Shandong established General Communication Station. In 1942, Shandong established General Post Bureau in War Time. which administrated post administration bureaus of Central Shandong, South Shandong, Binhai, Jiaodong, Qinghe and 127 county post offices. In 1941, General Post Bureau of the Joint Office of Jinan, Taihang and Taiyue was renamed as General Communication Bureau of Shanxi-Hebei-Shandong-Henan Border Region, which administrated Communication offices of Taiyue, Jinan, Ji Lu Yu, and directly led all Communication Offices and Branch Offices on special lines in Taihang District. In 1940, Jinan District established General Anti-Japan post office and special county anti-Japan post offices, which were later changed as General Communication Bureau, with communication branch, communication office or station under it. In Nov. 1937, Shanxi-Chahar-Hebei Border Region set up temporary post in Wutai, Fuping area. In 1943, it established Communication Department of Northern Branch of CPC and unified communications of the Party, the Government, the Army as well as book stores, newspaper offices and public security. In 1944, it established General Communication Bureau of Shanxi-Chahar-Hebei Border Region, which administrate communication organizations of Hebei-Shanxi, Shanxi-Chahar, Central Hebei, Hebei-Jebol-Liaoning areas. In Central China Bases, general communication stations were established in Suzhong, Yanfu, Huainan and Wanzhong. After the victory of the resistance war communication organizations in all bases were changed into post, and took over post organizations in large amount of newly liberated areas, along with the counter attack of "Eighth Route Army" and "New Fourth Army".

During the period of the Liberation War, with the development of revolutionary situation, post in liberated areas continued to expand. In 1946, Communication Station of Shanxi-Gansu-Ningxia Border Region and Post Administration Bureau of Shaanxi-Gansu-Ningxia Border Region (later renamed as Northwest General Post Administration Bureau) were established, that administrated Shanxi, Gan Ning Qing and Xinjing post areas. In the same year, Northeast General Post Administration Bureau was established in Harbin and moved to Shenyang in 1948, which managed the Post Administration Bureaus of Heilongiiang, Songjiang, Jilin, Liaodong, Liaoxi, Jehol and Luda areas. After Jehol, Jidong, Hebei-Jehol-Chahar which belonged to Shanxi-Chahar-Hebei Border Region were incorporated into Northeast area, General Military Post Bureau of Jin Cha Re Liao was established in 1947. In 1948, Post Administration Bureau of Shanxi-Chahar-Hebei Border Region and the General Post Administration Bureau of Shanxi -Hebei- Shandong-Henan Border Region were merged into North China General Post Administration Bureau in Shijiazhuang. When the General Post Bureau moved to Beijing, it changed ten post areas into four post areas of Beijing, Tianjin, Shanxi and Pingyuan. In the same year, Post Administration Bureau of Shandong Province was put under East China General Post Administration Bureau, which administrated Shandong, Jiangsu, Anhui Zhejiang, Fujian and Shanghai post areas after getting into Shanghai. In the same year, at the basis of the post in Yuxi, Northwest liberated area, Post Administration Bureau of Central Plains was established, and was changed into Central China Post Administration Bureau when getting into Wuhan, which administrated Hubei, Hunan and Jiangxi post areas.
