Chapter 5 Late Period Activities and the End of China Post
After the victory of the resistance war until 1949 when new China was founded, China Post was at its late period to be ended. During this period, China was in the period of most important and most Profound changes in modern history. It was the period that old China would perish, new China would be born, China Post was national post, after the victory of the Resistance War, by the support of the government, it has great ambitions and kept forging ahead. So it had good assumptions of development and construction, especially it had gained great achievements in improving its services. But during this period, because Kuomintang shoed the Civil War, people's liberation war continuously achieved victories, liberated areas expanded continuously. Kuomintang Government was falling apart. Although China Post tried hard to shore up, it couldn't help the situation and perished with the thorough defeat of Kuomintang Government.
Section 1 Taking Over Post in Occupied Areas
In Aug. 1945, Japan declared to surrender unconditionally. The War of Resistance against Japan finished with victory. China Post immediately took over the post in occupied areas. On Aug. 20, General Post Bureau of Communication Ministry of Kuomintang Government sent out instructions and issued 4 documents of "urgent measures to take over post in occupied areas". It took over differently by inland areas, northwest provinces and Taiwan. It modified the general post bureaus of the puppet government in Beijing, Naming, northeast provinces and Taiwan to be the offices of the General Post Bureau of Communication Ministry. Before receiving instructions from Chongqing General Post Bureau, post administration bureau of each provinces in occupied areas were temporarily supervised by the offices. The chief and his assistant of each post administration bureau after being taken over were all selected and appointed from post staff in rear areas. For Japanese post staff, except administrators, all middle and low-level staff were temporarily sustained. After being taken over, according to the regulations of the General Post bureau, each administration bureau modified the original organization system. After the taking over, post in all areas immediately restored postal routes in the occupied areas, linked up with POst in rear areas, fully made use of airlines, railways, ships and road transportations with rear areas, thus maintaining the unblocking of postal routes, restoring and developing post business.
On Nov.23, 1945, General Post Bureau sent 10 delegates chosen from each department led by deputy director Gu Chunfan to fly to Naming to preparing for General Post Bureau's moving back. In March 1946, the General Bureau moved back to Naming. In Sept. 1946, all staff in Chongqing of the General Bureau came back to Naming.
After the victory of the resistance war, there appeared a new situation in the post, i.e, there were no foreigners in important administration positions. In Feb. 1946, French Government signed agreement with Chinese Government to relinquish its rights in China, officially declared to abandon its requirements that Chinese Government should appoint French man. After the victory, there were no foreigners in important positions in China Post from central to local areas.
