Section 4 Unification of South and North Post

After the Republic of China was founded, it set up General Post Administration Bureau under the leadership of the Ministry of Communication of the Republic Government to administrate national post. In 1927 when National Government was founded in Naming, Wang Boqun took the post of Communication Minister. He needed an assistant who knew about post, so he appointed Liu Shufan as the Head of General Post Administration Bureau, who had been the Post Chief of Guizhou and Anhui, and also appointed H.Picard-Destelan as the Post Chief of Nanjing and Beijing Post Bureau. H.Picard-Destelan refused the appointment and suggested Nanjing Government to send person to Tianjin to discuss with him. He aimed at preventing Naming Government from establishing General Post Administration Bureau. But the result was far from his intention' Because the Head of the Post Department of Communication Ministry of Beijing Government Gu Zonglin was also resentful of H.Picard-Destelan's domineering, he signed "Regulations of corporately managing national post by South and North General Post Administration Bureau." with his counterpart Liu Shufan' All important things should be discussed by these two bureaus. Documents should be written in Chinese if possible and should be signed by the Head of the Bureau, Post Chief and Transactor. To cot down foreign staff to less than 60, to abolish the unequal treatment of Chinese and foreigners, to appoint Chinese Post Chief to work corporately with foreign Post Chief. By June 1928, when Beiyang Government collapsed, Naming Government ordered to abolish Beijing General Post Administration Bureau. H.Picard-Destelan had to come to Naming and returned to his own country in July. Later, Post Chief was gradually taken by Chinese officials, which ended the situation that the highest post administrators were monopolized by foreigners. Some foreigners were retained as Post Chief, assistant Post Chief, Chief Accountant of the post area. By 1949 when the nation was liberated, the problem of foreigners occupying China Post Administration was solved thoroughly.
