Introduction

  We are extremely pleased that the 22nd UPU Congress will be held in Beijing, China, in 1999. At this Congress the sigflificance of which will stretch into the next century, the figures in postal circle of all countries will come together to discuss the directional the postal service is following and look for solutions to all the pressing issues the world postal sector is facing, to enable the postal service to better satisfy the social needs and be better prepared for the intense competition in the communications environment. The Congress will surely be a major milestone in the postal history.

The Chinese government places great importance to the Congress. The China   Organizing Committee composed of over 20 ministerial organizations and the Beijing Municipal Government was set up on July 18, 1996. with State President JIANG  Zemin as Honorary Chairman of the Organizing Committee, Vice--Premier of the  State Council WU Bangguo as Chairman of the Committee and Minister of  Information industry WU Jichuan as Standing Vice--Chairman. President JIANG  Zemin also wrote an inscription for the UPU Beijing Congress, which reads "Developmodern postal service to satisfy social needs". pinning high hope on the postal  development.

The Chinese Secretariat of the 22nd UPU Congress is responsible for the concrete preparatory work and is fully committed to making the Congress a success and the delegates' stay in China a pleasant one.
