Postal Oevelopment Objectives in 2000

General requirements for national postal services;
To follow the spirit of 4th plenary session of 15th Communist Party Committee and Central Economic Working Conference and the inscription and address by President Jiang Zemin dedicated for the 22nd UPU Congress, to grasp the opportunity, to keep active and pioneering, to develop through markets exploration, to increase viability by pushing forward reforms, to promote economic results by strengthening management, to accelerate construction with a long-term view, to strengthen management awareness, to improve management level, to transform enterprise management from extensive way to intensive way, and business development from quantity driven, to profit driven and to strive for cross-century developments.

Three main targets for 2000;
To achieve Y 42 bn in operating revenue, up 13.6% over last year.
To limit the deficit to below Y 3.5 bn.
To enhance overall labour Produchvity by 17.5%.

Key Missions in 6 respects
Developing marketing; optimizing service strUct; enriching service activities.
Executing "Management Year" programe; taking effective actions; laying foundation for the building of modem enterprise system.
Raising service level; meeting social needs; building the new image of China Post.
Advancing reforms; developing growth vitality; exploring new operating systems.
Enhancing competence; upgrading scientific and technological applications; supporting postal development
Improving staff quality; fostering Corporate culture; building sound environment for postal development.

Goals in international Cooperation;
On the basis of equality and mutual benefit, to further enlarge exchange and cooperation with other postal administrations, to strengthen bilateral relations with some countries in postal industry, to solicit from foreign postal administrations successful experience on reform, management, marketing and technology etc, and to promote the development of China Post.
To fulfil the responsibility of the Chairmanship of CA and member country of POC, to improve the ability and quality of China Post participating in international postal affairs, and tO make more contributions to the world postal service.
