As at the end of 1999, employees of China Post reached 548,000, including 484,000 career employees and 78,000 technical professionals. Overall labour Produchvity was Y 66,700, 31% more than the previous year. During the yeal China Post set up WOrking Team for Quajificahon Certificahon of Specialty and Technology, formulated Provisional Regulation on Qualification Certification Smictllring Cottee and worked out Work Rules and Temporary Provision on Organization Structuring Management in Post.

In 1999 of Specialty and Technology in Post, established Organization China Post boasted 9 nahonal model workers and 50 provincial model workers. In 1999, guided by the Cross-centUry Development strategy,et for postal enterprises, China Post introduced on-duty staff training, intensive training, domestic training and overseas tfaining. About 244 thousand employees took part in various on-duty training, with an annual training rate of 50.4 percent. 47 thousand staff members received add- or high--level education or fundamental education, 9.7 percent of the total staff is on education. Capital invested in education and training reached Y 100 m. By the end of 1999. of the total staff, 1 19,644, accounting for 24.7%, hold a background at or above middle-level professional qualification, about 13.9% at or above 2-year college education, about 3.9% at or above 4-year university educahon and about 0. 15% at or above postgraduate education. China Post boasts one postal college, 16 coddle-level Professional schools and 101 postal training centers with near l,300 career lectures and almost 1,000 Professional managers at service, a total size of 649.6 thousand sq. meters OPerating area and a value of Y l,139 m in fixed assets.

In order to improve the Proficiency of managers, SPB provided 10-round trainning programs to1119 managers at PrefectUre level, and sent 32 selected senior managers at provincial level to Hongkong and Singapore for a field study. To ensure the progress of Postal integrated Colnl)uter System (PICS) constfuchon, SPB has co-organized with suppliers such as Lucent, HP and IBM to conduct training Pfograms on PICS knowledge and PICS equipment operation. More than l,500 technical professionals received 2,288 tfaining courses.
