REMARKABLE POSTAL EVENTS IN 1998
On
10th March, the institutional restructuring of the State Council was examined and approved
on the first session of 9th National People's Congress. The State Post Bureau (SPB) was
established and endowed with function of managing both national postal sectors and postal
enterprises as well.
On 5th April, The State Council appointed Mr. Liu Liqing, former Vice Minister of Ministry
of Posts and Telecommunications, as Postmaster General of the State Post Bureau, China.
On
28th April, SPB was formally established.
On 30th April, the Ministry of information industry issued a notice concerning the
guidance for posts and telecommunications separation. The separation of P&T at city
and county level was forwarded orderly according to plan.
On
15th May, the first-day issue ceremony of the stamp titled the Emblem of 22nd UPU Congress
was held in the Great Hall of the People. Postmaster General of SPB Mr.Liu Liqing and
Mr.Liu Jingmin, Vice Mayor of Beijing, presented at the ceremony.
On 27th August, the second plenary session of China organizing committee 22nd UPU Congress
was held in the Great Hall of the People. Mr.Wu Bangguo, Vice Premier and chairman of the
Organizing Committee, attended the conference and made an important remark. At the
conference, Mr.Liu Liqing was newly appointed as vice chairman of the Organizing Committee
and Mr.Tan Xiaowei was appointed as Deputy Secretary-General of the Organizing Committee.
On 5th September, the State Council appointed Mr.Tan Xiaowei, Mr. Wu Shixiong, Mr. Liu
Andong, Mr.Ma Junsheng as Deputy Postmasters General of SPB.
On 12th September, the SPB issued a set of relief stamps with the quantity of 30 million
pieces. All the sales revenue from the stamps was donated to the flood-stricken areas to
help them rebuild their hometown.
On 14th September, China Post homepage was put into pilot operation on the internet.
On 12th October, with the endorsement of the Organization Department of CPC Central
Committee, Mr.Sheng Minghuan was appointed as Leader of Discipline inspection Group, Party
Committee of SPB, China.
On 6th November, with the completion of the establishment of the State Post Bureau, all
the staffs in different departments arrived at their post.
On 17th November, the SPB convened in Beijing a TV-telephone conference on national
postage stamp and philatelic products management. Postmaster General Liu Liqing delivered
a speech. The conference reviewed the situation of selling stamps ahead of time schedule
or at lower prices emerged in the philatelic market, made an announcement on the
punishment of responsible units and persons concerned, and proposed requirements on
strengthening management in postage stamps and philatelic products.
On 23rd November, the Ministry of Information Industry (MIC) issued a Notice on Separation
of Post and Telecom and Organization Adjustment in Provincial P&T Administrations, and
decided to implement P&T separation at the provincial level followed by the
implementation at the regional and county levels.
On 10th December, a study report on the feasibility of national integrated postal computer
network--a great and modern systematic project in the history of China Post was jointly
completed by the Designing institute of P&T and China Postal Academy. It is expected
to be completed by the year 2000.
On 25th December, in accordance with the decision by party committee of SPB and upon the
approval from MIC, Postmaster General Liu Liqing endorsed a document on the nomination of
leader-group members in 29 bureaus in provinces, municipalities and autonomous regions
such as Tianjin Post Bureau, which represented the establishment of leader group at the
provincial, regional and city levels was completed.
In
December, a letter survey conducted by P&T Enterprise Management Association showed,
the national customer satisfaction rate reached 82.63%.
In
December, the set up of mail centers at different levels nationwide was accomplished. 236
mail centers were defined by the SPB, including 7 first-class mail centers, 63
second-class mail centers and 166 third-class mail centers.
