INTERNATIONAL COOPERATION

In 1998, international cooperation and exchange with other postal administrations was further expanded and strengthened. We sent 70 delegations abroad for business visits, international conferences, postal equipment introduction, training and equipment testing, and received 12 postal delegations from Russia, Japan, Korea, Thailand. Vietnam and Mongolia, etc.
Postmaster General, Mr. Liu Liqing met visiting delegations respectively headed by: Mr.Boutanke, first Vice Minister of Russian State Communication and information Committee; Mr. Suk Ho-ick, Director General of Postal Bureau of Korea; Mr.Richard Adams, Secretary of the Board of Governors, British Post Office; Mr. Benoist, President of CNP of France.
At the invitation of '98 Expo of Postal Equipment, Deputy Postmaster General, Mr. Wu Shixiong headed a delegation to Malaysia.
We implemented the postal official exchange programme with Japan, Korea and Thailand. To promote the development of postal insurance service, we jointly held seminars with Postal insurance Bureau of Japan and Postal Savings Bureau of Korea respectively. We also sent delegations to the United States, Germany, the Netherlands, etc., to study their postal management system, mail transportation system,specialized business operation and new service development, which broadened our mind in deepening the postal reform. We attended various conferences of UPU and APPU and jointly issued stamps with Germany, France and Switzerland. We co-organized with the United States Postal Service a seminar on mail order market in China, which received representatives from Direct Mail Association of USA and 20 American companies.
In 1998, we set up Hohhot international Mail Exchange Office and Station and Shenyang international Mail Exchange Office(IMEO), which increased the number of IMEO to 44; We newly established direct international mail dispatch with 5 countries,namely Cambodia, Kirghizstan, Turkmanistan, Tajikistan, and Moldova. So far, we have direct mail exchange relations with 150 countries and regions worldwide. International correspondence and parcels from China can be delivered to every corner of the world. By the end of 1998, China Post has established international EMS relations with 96 countries and regions. International EMS service can reach 200 countries and regions.International money order service can reach 18 countries and regions
The 22nd Congress of the Universal Postal Union (UPU)

The 22nd Congress of UPU, -----the last global postal gathering in this century---is to be held in Be1Jing from 23rd August to 15th September 1999. It is expected to attract about 2000 participants from 189 member countries and regions of UPU and more than 20 international organizations. The congress is surely to have a great impact on the postal development in the next century. In the meantime, the congress opens an important opportunity for China Post to speed up the reform and development. The Chinese government has attached great importance to the congress. President Jiang Zemin, as honorary chairman of the Organizing Committee, wrote an inscription for the congress, which reads Develop Modern Postal Service to Satisfy Social Needs. Vice Premier of the State Council, Mr. Wu Bangguo is the chairman of the Organizing Committee and Mr. Liu Liqing, Postmaster General of the State Post Bureau is the vice-chairman. As the headquarters of China Post, the SPB has taken positive efforts in the congress' preparation, launched a campaign with the theme Providing Best Service to Greet the Congress, and called on all the postal staff to present new image of China Post and to spare no efforts to prepare for the congress with best quality service and fresh mental outlook. On 15th May, China Post issued a set of commemorative stamps titled the Emblem of the 22nd UPU Congress. On 29th June, Postmaster General, Mr. Liu Liqing met with Mr. Thomas' Leavey, the Director General of international Bureau, and they exchanged views with each other on the preparation of the congress. On 21st September, Mr. Liu Liqing and Mr. Mazou, Deputy Director General of IB, signed the implementation Particulars on the Agreement of Organizing the 22nd UPU Congress at the State Guest House, Diaoyutai.
