1998, 82 planned projects were concluded in terms of postal science and technology
research, science and technology development and formulation of technical standards as
well.
In the aspect of science and technology research, several important and large projects were completed, such as: Research on China Post Development Strategy; Research on National Communication Quality System;Research on Management Rules of Postal Enterprise Revenue and Expenditure; Research on international Parcel Charges Under Different Groups After New Charges Implemented by UPU.
In the aspect of technical standards formulation, 
we
drafted and revised 22 important technical standards related to the overall network
titled: ID Tag Barcode on the Mail Containers; Technical Conditions of Mail Containers;
Mail Containers;Technical System on Postal Banking Computer Network; Postal Banking
Computer Network Application level Communication Agreement-Postal Savings, of which 11
standards were enacted.
In the aspect of new technology and new equipment research and
development, the sample of high-speed flat sorter-a large machine developed by
ourselves-has been tailored to test operation in Zhengzhou city. The letter
handling system, combining facing and sorting functions, passed through the Science &
Technology Achievement Assessment by former MPT, and got to the international advanced
level. The postal vehicles on-site tracking and controlling system, upon passing through
the test, was put into operation in Hainan province and Xinjiang Autonomous Region.
In 1998, the former MPT awarded postal sectors with one first prize,
one second prize and eleven third prizes in science and technology advancement. 
As at the end of 1998, of the total postal staff, 21.7% hold a background at or above middle-level professional qualification,about 11.9% at or above college education, about 3.2% at or above undergraduate education and 0.07% at or above postgraduate education, according to the primary statistics.
