RESPONSIBILITIES AND ORGANIZATION STRUCTURE
State Post Bureau, as a governmental agency and a public utility corporate at once, administers the national postal industry and manages postal enterprises across China, which requires that SPB on the one hand strengthen its administrative function so as to safeguard the interests of the country and the customers and on the other hand, be responsible for the construction and operation of postal network while meeting universal services obligation. To correspond to its responsibilities, SPB has set up 8 functional departments (offices) in the headquarters.
