| I. Employees In 2003, China Post’s labor productivity reached RMB 83,000 yuan per capita, an increase of 4.6% over the previous year. It had altogether 640,500 employees, a decrease of 10,000 plus compared with the previous year. Among the employees, 413,700 are in service, a decrease of 14,000 compared with the previous year. II. Progresses and Achievements of the Reforms of Three Systems The State Post Bureau held the seminar on the reforms of personnel system, employment system and salary system. Special attention was paid to the leaders selection and management system. The system of selecting managers through competition was implemented across the postal sector. The reform of employment system was deepened by continuing with the downsizing of staff and the streamlining of management departments. Management cost was cut and operational efficiency and profitability raised considerably. In terms of macro distribution, China Post made special efforts to coordinate labor cost and total salaries. The payment of employees was linked with their performance, which greatly benefited those postal businesses with greater profitability and contributions. As to the internal distribution system, research on setting the salary standards linked with position was conducted and pilot reform was implemented, creating the basis for establishing a new payment system of postal enterprises. III. Accelerating the HR Project The implementation of HR project allowed a number of young people to take management positions. The dynamic supervision over the managers in reserve ensured their qualifications. China Post introduced the exchange system of postal officials between the east and west parts of China and among provinces, creating more opportunities for young postal officials. In 2003, China Post had 74 specialists enjoying the special allowances provided by the government, 19 experts with remarkable contribution to the postal industry and 71,000 professionals and technicians. IV. Education and Training Education and training mainly serve the postal development strategies and the growth of postal businesses. In 2003, about 236,000 postal employees participated in on-job training programs, indicating an annual training rate of 57%, among whom 18,300 attended vocational training, 17,500 received continuing education and 36,000 received secondary and higher education, and the funds invested in education and training totaled RMB 130 million yuan. By the end of 2003, China Post has had 195,000 employees with secondary educational background or above, accounting for 47.2%, among which postgraduates made up 0.2%, undergraduates 7.3% and junior college graduates 19.6%. Now, China Post boasts 221 training centers at various levels, staffed with 778 full-time teachers and covering an area of 814,000 square meters. In 2003, China Post mainly focused on providing domestic and overseas training programs in form of lectures and field visits for top level postal managers. Training programs for major provincial postal officials and overseas training for deputy director generals in charge of postal operation were held, with the trainees accounting for 75% of the total provincial postal officials, hitting a record in the history of the State Post Bureau.
