Hand-in-Hand Development


Empowered by the strong network resources reaching throughout the country, China Post is in a position to provide comprehensive services including physical distribution, information exchange and capital flow for the public and establish strategic partnerships with other industries. 

On September 26, 2003, Mr. Liu Zhijun, Minister of Railway and Mr. Liu Andong, Postmaster General of the State Post Bureau, signed the Framework Agreement on Strategic Cooperation. Both parties would cooperate closely in the following areas: the Ministry of Railway shares its luggage cars with China Post while China Post shares its network of warehousing, sorting and distribution with the Ministry of Railway, so that the transport capacity of Ministry of Railway and the network advantages of China Post are integrated into core competitiveness; both parties would contribute capital to establish a joint venture to develop those transport products with luggage and mail cars as the major carrier and deliver quality logistics services to the public; cooperation will also be conducted in a number of areas, such as postal savings, selling railway tickets on commission, notice of delivery upon the arrival of goods and information technology. Based on the long-term partnership over years, the signing of the Framework Agreement marked a new stage of their bilateral cooperation. 
Approved by the Civil Aviation Administration of China and the State Post Bureau, on December 1, 2003, the China Post Boeing 737-QC passenger-cargo convertible plane, jointly operated by China Postal Airlines and the Shantou Branch of China Southern Airlines carried out the EMS flight from Shanghai to Osaka, another cooperation achievement between China Post and China Southern Airlines since the restructuring of China Postal Airlines and an effective solution to the air transport bottleneck of air mails from China to Japan. 
The bilateral cooperation between China Post and China Southern Airlines has been further strengthened since June 2002, when the joint venture of China Posted Airlines Co., Ltd. was established. In the first year since its establishment, the revenue of China Postal Airlines increased by 40%. The operation of the plane China Post once more demonstrated the cooperation initiative of “cooperating between strong enterprises, taking advantage of each other’s strengths, sharing each other’s resources and developing hand in hand”. 
On December 8, 2003, Mr. Liu Andong, Postmaster General and Mr. Chen Feng, Chairman of Hainan Airlines signed a strategic cooperation agreement. The cooperation between China Post and Hainan Airlines would consolidate the network strength of China Post and the transport and business travel resources of Hainan Airlines into core competitiveness. The objective of the bilateral cooperation is to build a modern business travel service platform integrating air travel, tourism, hotel, finance and communication services, share information of customers, cut operational cost, improve the utility of business resources and provide for the public one-stop services covering both urban and rural areas with greater efficiency, safety and quality.
