Survey of Development


In 2003, China Post fought proactively against the SARS epidemic and launched the “Year of Efficiency” campaign across the postal sector. While focusing on the delivery service, China Post expanded new businesses including logistics and agent telecom and insurance services, maintained the healthy development of financial and philatelic services and promoted the stable growth of the postal economy. 

In 2003, the annual turnover of postal services stood at RMB 54.1 billion yuan, increasing by 9.4% over the previous year. 10.38 billion items of letter mail and 110 million parcels were delivered. 16.61 billion copies of newspapers and 1.13 billion copies of periodicals were subscripted and distributed. The year-end balance of postal savings amounted to RMB 898.81 billion yuan. 

The annual items of international letter mail (including those to and from Hong Kong, Macao and Taiwan) numbered 40 million, dropping by 14% compared with the previous year, and the number of international EMS items and parcels stood at 4.74 million and 1.31 million, up 5.9% and 15.3% than the previous year respectively. 

The total annual revenue of postal services reached RMB 52.69 billion yuan, 3.2% higher than that of the previous year. To break it down, the revenue of delivery service increased by 1.6% than that of the previous year, that of postal finance grew by 13.3% and that of philatelic business decreased by 24%. 

In 2003, China Post continued to build up the logistics company towards the direction of “increasingly excellent logistics”. Its revenue of logistics service grew by 24.4% on a year-on-year basis. Following the principle of joint development, China Post improved the marketing system of agent telecom service and made great efforts in business expansion. Its annual income of agent telecom service hit RMB 1.04 billion yuan. 

In 2003, the construction of mail centers progressed steadily. 65 new hubs out of the 77 C1 and C2 mail centers have been completed. The accelerated building and upgrading of physical distribution network helped realize the transit from the building projects of mail centers to the construction of information network and terminal facilities, and the quality of network service was greatly enhanced. China Post has 6 postal aircraft, 8 postal vessels, 436 postal train compartments and 46,000 postal vehicles (including 13,000 postal vans). It has 115 letter sorting machines, 110 letter sorting and facing machines, 603 sets of DM manufacturing system, 143 printed material and parcel sorting machines, 52 sets of newspaper and periodical distribution lines, 5,831 ATMs and 8,959 franking machines. 

In 2003, China Post faithfully fulfilled its obligation of universal postal service, effectively improved the quality of operation and delivery and continued to enhance its image as the postal service provider for the public. Up to now there are 64,000 postal outlets nationwide, of which 46,000 are located in the rural area. 36,000 outlets provide all-round postal services and 18,000 have been computerized. China Post also has 51,000 retail outlets selling newspapers, periodicals and books and 20,000 selling philatelic items. It has 34,000 postal savings outlets, of which 30,000 have been connected to the computer network. 287,000 groups of post boxes have been installed all over the country, and the number of on-time delivery outlets has reached 34.451 million. There were 22,000 townships (towns) nationwide offering postal savings service and 305 cities providing 185 call center service. The per capita letter mail volume stood at 8.1, the average customers served by each postal outlet numbered 20,000 and the number of newspapers every 100 people was 13.
