| The State Post Bureau (SPB), a government agency and a public utility enterprise as well, administers the postal industry and manages postal enterprises nationwide. It undertakes the responsibilities of administrative management to protect the interests of the state and the rights of customers, the construction and operation of national postal network and the delivery of universal postal services. The SPB sets up post bureaus in all the provinces, autonomous regions and municipalities which serve as public utility enterprises and, with the authorization of the SPB, take charge of the administration of local postal sector. The functions of the SPB are mainly as follows: to formulate the development strategies and policies for China Post; to draw up the postal laws and regulations, work out rules of postal administration and release rules of postal services; to regulate the postal market and philatelic market in accordance with laws, maintain the order of postal industry, secure the postal network and facilities and protect the state interests and customer rights; to formulate policies on postal tariff, map out the standards of postal services and supervise the quality of postal services; to issue postage vouchers; to join international postal organizations on behalf of the state, handle international affairs concerning postal services and conduct cooperation and exchanges with other posts in the world; to construct and operate post routes nationwide and provide postal services across the country; to manage the postal projects under construction, the joint ventures and cooperative projects developed with other posts as well as research projects; to assume the responsibilities of accounting and allocation of the national postal network and manage the state-owned assets within the postal sector; to manage personnel, labor payment and human resources education in the postal sector; to fulfill other tasks assigned by the State Council and the Ministry of Information Industry. The SPB has 8 functional departments (offices): General Office Responsible for the research of postal development strategies and policies, coordination, media and publicity, the letters of complaint and safety and security issues. Department of Postal Regulation Responsible for the regulation of postal market and philatelic market as well as the study and formulation of postal laws and regulations and the supervision of postal service quality. Department of Postage Stamps Responsible for supervising the issue of postage vouchers and philatelic services Department of Planning and Finance Responsible for the formulation of postal development plans, the management of postal finance, state-owned assets, construction projects and the development of postal technologies Department of Public Services Responsible for supervising postal services. Department of Postal Routes Operation Responsible for supervising the construction and operation of postal routes and relevant controlling and coordination issues. Department of International Cooperation Responsible for the management of international postal affairs and services Department of Personnel and Education Responsible for the management of personnel, labor payment and human resources education in the postal sector
