2003 is an unusual year for China Post. With the support of the Central Party Committee and the State Council, and under the leadership of the Ministry of Information Industry, postal staff all over the country drew together and worked hard to overcome the difficulties caused by the SARS epidemic and other natural disasters. As a result, the profitability of China Post was consolidated, the security of postal staff and the obligation of universal postal service guaranteed, and the sound momentum of postal growth and the stability of postal sector maintained. Focusing on development, we clearly identified our vision for business growth and strengthened macro control and guidance. The total revenue reached RMB52.69 billion yuan.2003 witnessed remarkable improvement of the efficiency and profitability of the postal network operation. By adjusting the postal routes of the physical distribution network and investing heavily on its construction, we continued to optimize and upgrade the system of postal routes operation, and sped up the delivery of mail items. The upgrading and reconstruction of the Postal Information Intranet greatly improved its business capacity and fueled the management and development of postal services. 2003 witnessed the continuous expansion of commercialized services. The 64,000 postal outlets spread nationwide provided high quality communication services at a low price for the 1.3 billion plus Chinese citizens. While ensuring the universal postal services, we continued to grow our core business and competitive services, so as to meet modern customers’ need for new services. 2003 witnessed further enhancement of the exchange and cooperation between China Post and others. Regarding international cooperation, we signed bilateral cooperation agreements with the Posts of seven countries/regions including TPG. As for domestic cooperation, we entered into strategic cooperation agreements with the Ministry of Railway, China Publishing Group, China Mobile, China Southern Airlines and Hainan Airlines, etc.. 2003 also witnessed the rapid development of the work of Human Resources management. Through reform in personnel system, labor system and distribution system, we enhanced the training of postal officials and increased exchanges between them. We paid greater attention to organizing various training programs and raised postal staff’s awareness and responsibility for further reform and development. The hardworking and down-to-earth attitude has been agreed throughout the postal sector and the overall quality of the staff has been greatly improved. 2004 is a critical year for China Post to accelerate reform and development. The State Post Bureau has defined the goal for 2004: achieving a total revenue of RMB 56 billion yuan, up 6.29% over 2003, and a balance of RMB 150 million yuan. To achieve that end, it is of great importance to balance the relationship among reform, development and stability. We will continue to promote development by deepening reform and push forward reform through accelerating development. In line with the requirements of modern enterprise system, we will make greater efforts towards the reform of internal mechanism and advance institutional innovation so as to fully prepare for the system reform of post. The reform has kicked off and the development objectives have been defined. Being committed to the glorious mission of delivering quality postal services, we will follow closely the guidance of the Central Party Committee with Mr. Hu Jintao as the General Secretary, and lead the postal staff nationwide to work hard with firm confidence, so as to open a new chapter for the reform and development of China Post!
