State Post Bureau converted the old system of postal money order service in
31 provinces(autonomous regions and municipalities) by four steps, thus
enabling the outlets of postal money order above county level transit from
traditional money order to electronic money order and stop the delivery
of the traditional money order notes in kind.

State Post Bureau opened the next-morning-delivery EMS service between
Beijing, Shanghai, Guangzhou and Hong Kong, that is, EMS items
collected and dispatched today will be delivered before 10 o'clock on the
next morning.

State Post Bureau issued the new regular stamps. They are R30 Protecting
the Common Homeland of Humankind and R31 China Bird. At the
same time, selling of the old regular stamps was ceased.

The signing ceremony of Autonomy Joint Pledge of China Internet Trade
was held at Great Hall of the People. Liu Liqing, Postmaster General of
State Post Bureau, and Wu Shixiong, Deputy Postmaster General, attended
the ceremony.

The standards of Geographical Names of Above County Level for Postal
Use and Their Abbreviations were put into effect. The new Rule of Mail
Containers was carried out from the day.

The commemorative stamp 2002 World Cup Football Match are the first
stamps specially issued for China football Team since the founding of the
People's Republic of China. This is the first set of circular stamps. The first-
day issue ceremony was held at the L¨¹dao Senlin Park in Shenyang.

The result of the best stamp popularity poll was published. The stamps
Strange Stories from a Chinese Studio were chosen as the best ones.
The stamp In Commemoration of Beijing's Successful Bid for Hosting
2008 Olympic Games and the stamp A Commemoration of the
Beginning of Qinghai-Tibet Railway Construction were chosen as the
excellent stamps.

The Video-Phone Conference on General Checkup on the Fixed Assets
of National Postal Enterprises was held. Approved by the Ministry of
Finance, State Post Bureau decided to checkup the fixed assets by four
phases from May 2002 to January 2003.

State Post Bureau and China Southern Airlines signed a contract in Beijing.
Both parties will be restructured to operate jointly China Postal Airlines
Ltd.. China Postal Airlines Ltd. will hold 51% stocks
and China Southern Airlines will hold 49% stocks. China Postal Airlines
Ltd. will run the businesses according to the modern enterprise
system.

State Post Bureau opened the hybrid letter service nationwide, through
which customers can write letters by computer, send letters by internet,
and post offices deliver the letters.

State Post Bureau held the 89th postmaster general work meeting and
decided to pool money together with China Post Mail-order Company and
to set up China Post Logistcs Company Ltd., which will be mainly
responsible for national and regional logistics service.

China Post Science and Technology Company Ltd. was formally registered
and founded at Zhongguancun Hi-tech Zone in Beijing. This is an
important step forward in transforming system taken by Scientific research
and Planning Institute of State Post Bureau (China Postal Academy).

The new Board of Directors of China Postal Airlines Ltd. was founded. Ma
Junsheng, Deputy Postmaster General of State Post Bureau, was appointed
chairman of the board. Li Kun, Deputy General Manager of China Southern
Airlines Co., Ltd., was appointed Vice-chairman. Guan Rongsheng was
appointed General Manager.

National Postal Forum of Directors General was held in Mudanjiang,
Heilongjiang Province. The theme of the Forum was how to speed up the
postal modernization was closed.

Replacement of the old generation of EMS tracking and tracing system of
China Post by new one was realized. The old system that had been running for 9 years.

State Post Bureau issued Guiding Views on Implementation of Integrated
Management of Finance of the Post Offices in Cities (Prefectures) and
Counties and decided to start the integrated financial management
at the post offices of cities (prefectures) and counties.

Supplement Notice on the Engagement in Postal and Delivery Services for
Cross-border Letters and Materials of Letters in Nature was issued jointly
by the Ministry of Information Industry, the Ministry of Foreign Trade and
Economic Cooperation, and the State Post Bureau.

State Post Bureau held the National Postal Video-Phone Conference on
subscription to Newspapers and Periodicals.

In commemoration of the 33rd World Post Day, Postmaster
General of State Post Bureau, Mr.Liu Liqing's signed article titled Speed up
Modernization of Post to satisfy the social needs better was published on People's Daily, Economics Daily, Worker's Daily and other press media.

State Post Bureau held the first Video-phone Work Conference on
Nationwide Postal Standardization to push on the work of postal
standardization overall.

2002 China International Communication Technology and Equipment
Exhibition opened at China International Exhibition Center, Beijing, the
People's Republic of China. In China Post Exhibition Area, those displayed mainly were the brilliant achievements during the three year's campaign of turning from deficits to profit, the results in developing multi-services by using the latest technology and equipment, and the resolution and advantages in developing logistics service relying on physical distribution, information
exchange and capital flow.

In commemoration of the convening of the 16th National Congress of the
Communist Party of China, State Post Bureau issued the souvenir sheet
Hukou Waterfall on the Yellow River and a Special-use stamp for
individualized services. Jiang Zemin, General Secretary of the Communist
Party of China, wrote an inscription for the commemorative cover: the 16th
National Congress of the Communist party of China.

By the end of this month China post had finished the transformation of the
standardization of the bank cards in 22 provinces (autonomous regions,
municipalities), such as Beijing, Shanghai etc.. 1.5984 million green saving
deposit cards with the mark "Yinlian" on it had been issued accumulatively.
Also the transformation of the standardization of 4,219 ATMs and 2,739 POS
machines had been finished.

Postal remittance service was formally accelerated from today. Customers can
remit the money less than 50 thousand yuan to the appointed address within 2
hours by electronic remittance service. This service was opened at over
10,000 interconnected remittance points in 31 provinces (autonomous
regions and municipalities) at the same time.

State Post Bureau held National Postal Video-phone Forum on Law of
Safety in Production and invited Shan Chunchang, Deputy Director
General of State Administration of Safety in Production, to give a lecture on
Law of Safety in Production.

Wu Bangguo, Vice-premier of the State Council, heard the report of State
Post Bureau. Liu Liqing, Postmaster General of State Post Bureau, reported
to Vice-premier Wu Bangguo, on the integral situation of postal development
of the recent years and the condition of the postal development of the year
2002. Vice-premier Wu Bangguo gave an ample affirmation to the
achievements during the past 4 years of self-dependent operation and put
forward demands and hopes for future.

Video-phone Conference on the Commendation to Advanced Collectives and
Model Workers of National Postal System was held ceremoniously in
Beijing. Yin Weimin, Vice-minister of the Ministry of Personnel of the
People's Republic of China, read out the Decision on the Commendation to
Advanced Units and Model Workers of National Postal System, conferring
the honorary title of Advanced Units of National Postal System" to 68 units
and the honorary title "Model Workers of National Postal System" to 96
comrades ( enjoying the treatment the ministry-level model workers and
advanced workers).

the business income of the whole sector reached RMB 51.03 billion
yuan, the profit reached RMB 125 million yuan and the labor productivity
achieved RMB 103.6 thousand yuan per capita. |
