Postal Development Objectives in 2003
Taking Deng Xiaoping Theory and the important thought of the "Three
Represents" as the guide, we will implement in earnest the spirit of
the 16th National Congress of the Communist Party of China and the Central
Economic Work Conference, stick to taking development as the first important
task in postal work, give a proactive response to the difficulties and challenges
in the changing environment, continue carrying out the campaign of "
Year of Efficiency" deeply and widely in the whole sector, speed up
structural adjustment, carry forward reform and innovation, strengthening
the ability at the core, enhance the quality of the postal staff, rectify
and normalize postal economic order, promote the quality and efficiency
of the postal economic increase up to a new step, and strive to make the
whole sector step into a virtuous circle primarily in general.
The whole sector's stepping into a virtuous circle primarily in general refers to the nationwide average level at a historical phase of postal development and having primarily the ability of self-existing and self-developing. By analyzing synthetically the business results during the past 4 years and predicting objectively the development tendency in 2003, we have drawn up the following major postal economic targets during the 5 years of 1999---2003:

| Labor Productivity | Annually average increase of 16.38% in 5 years, 2.52 percentage points above revenue growth |
| Return Rate | 50.61% in 2001, 50.56% in 2002, and the estimated return rate in 2003 may reach 50.91% |
| Asset Return | 20.28% in 2002, and the estimated asset return may reach 21.54% |
| Cash Flow | During 2002---2003, net inflow of operational cash reach RMB 6 billion yuan |
| Labor Income Per Capita | In 2002, the labor income per capita was increased to RMB 31.9 thousand yuan from RMB 22.6 thousand yuan in 1999. In 2003, it is estimated that the labor income per capita will reach RMB 36.3 thousand yuan, ie., the annually average increase in 5 years is 12.58% |
