In 2002, the State Post Bureau pushed forward the publicity of its business affairs and strengthened the function of the trade union.The State Post Bureau launched economic technological innovation activities among the whole postal personnel and praised the advanced units and individuals with great efforts. Moreover, the state Post Bureau fulfilled its responsibility of advocating the legal rights of the postal employees, and built the system of collective contract through equal negotiation and the employees' congress system.

The Ministry of Personnel and the State Post Bureau gave great praises to 68 advanced collectives and 96 model wokers. Those who are granted the honor of "Model Woker of the National Postal System" would enjoy the same benefits as the model wokers and advanced workers at the provincial and ministerial level. To further carry forward the enterprising spirit of modern postal emlpoyees shown in the project of "Turning from deficits into profit three years", the trade union of the State Postal Bureau organized itinerant reports and comfort artistic performances about advanced model postal workers, which lasted 33 days in Beijing, Tianjin, Inner Mongolia and five provinces (regions and municipalities) in southwest China as well. This activity not only enriched the enterprise culture, pushed the postal enterprises to compete for better and more advanced products and services; but also further improved the relationship between the postal offices and the local government and gaining more understanding and support from the society to post.

In the past year, new improvement has been made in builidng the mechanizm to advocate the employees' legal rights. Up to now, 2,408 units, or 98.5% of all the units in the national postal system have built the system of signing collective contract through equal negotiation. The contract even extends to employees in various sections. Democratic management and democratic supervision have been strengthened. Now about 2,486 units have set up employee's congress system, accounting for 99.2% of the whole postal system. The rights to deliberate on the major business decisions, to decide the important projects concerning the employees' benefits and also the right to evaluate and supervise the cadres were well executed in 2002. In 2002, 98% of the cadres were evaluated through democratic evaluation in the employees' congress and 92% of the business treatment cost were reported through formal written statement. The mechanism to provide supplement guarantee to the living of postal workers was further developed. 10 provincial trade unions and 991 trade unions of the basic level have set up supplement mutual insurance organizations among the employees. The insurance orgnizations have absorbed 215,000 people with the insurance fund reaching 118 million RMB yuan. The postal system has built a supplement mutual insurance shield of multi-channel among the postal employees, through establishing mutual endowment insurance and mutual medical insurance, organizing its employees to join in the China Workers Mutual Insurance Organization and setting up mutual fund for the employees.
