In 2002, China Post had 495 thousand employees by cutting off the employment by 24 thousand. With about 427 thousand contract staff, the labor productivity reached 103.6 thousand yuan, an increase of 12.8% over the previous year.

Great achievements have been made in the reforms of personnel system, employment control and salary system. The system of selecting managers through competition was adopted in both the State Post Bureau and the postal authorities at provincial level. The reform of employment control was deepened through setting up new posts rationally and cutting the employment gradually. More efforts have been made to coordinate the relationship between cutting off employees and enhancing the productivity. The quality of employees was greatly improved and the strict control on the "in or out" of the postal sectors was eased. In order to encourage the employees to improve their quality of services, their salaries were closely linked with performances. The wages and salaries paid for high-level managers, senior professionals and qualified marketing persons rose. And a flexible pay system was established.

The top management teams at provincial level were rearranged. More talents were adopted and the qualified candidates were brought into database for the recruitment later. 44 persons gained the qualification for senior engineers or professors after a strict review, which was the first of its kind in the postal history. In 2002, China Post boasted 74 specialists enjoying the special allowances provided by the government, 19 experts making remarkable contribution to the postal industry and 77.8 thousand professionals and technicians.

In order to improve the overall quality of the postal staff, China Post placed great emphasis on training for high quality talents and those needed urgently. More than 256 thousand postal employees participated in the on-the-job training this year, indicating an annual training rate of 58.78%. 36 thousand employees received secondary and higher education. And the funds invested in education and training came up to 130 million yuan. By the end of 2002, China Post had had 160.6 thousand employees with secondary educational background or above, accounting for 36.73%, among which postgraduates accounted for 0.2%, undergraduates 6.19% and junior college graduates 16.41%. Now, China Post boasts 188 training centers at various levels, consisting of 931 full-time lecturers and covering an area of 772.5 thousand square meters.

In 2002, the training programs mainly focused on top management at provincial level, young and middle-aged managers and those responsible for sales and marketing. And many junior directors attended the MBA classes. Apart from inviting the experts from UPU to give lectures on the key account management, China Post sent more than 304 senior managers, professionals and technicians specialized in information technology abroad for training or study visit. Some training textbooks were also compiled and published this year.

¡¡¡¡Shijiazhuang Training Center of the State Post Bureau

As the largest training base of China Post, Shijiazhuang Training Center boasts an area of 188 mu (construction area of 85,000m2) and a fixed asset of 230 million yuan. It was authorized to provide MBA courses training at national level by the State Economy and Trade Commission. The modern training buildings, library, conference rooms, standard sports field and fitness center on campus provide a favorable environment for 600 trainees which are recruited at one time. The 20 state-of-the-art labs are all equipped with the mainframes with the brands of IBM, Compaq, HP and NTT, supporting the operation of the postal integrated computer network. And labs are also built here for testing the running of network and letter sorting machines. Its internal network, covering about 600 computers, is connected with China educational net. Its qualified faculty includes 185 full-time lecturers, 15 professors, 101 associate professors and 50 graduates with doctor's degree or master's degree.
