China Post attached great importance to strengthening the bilateral cooperation and broadening the horizons of collaboration. It kept a close eye on the international trend of postal development and sped up its reform and development. China Post established extensive cooperative relationship with many countries through mutual visits. Many fresh ideas and valuable experiences were injected into its ongoing reform. In 2002, the Chinese postal delegations paid the visit to more than 15 countries including Greece, Spain, Germany and Great Britain, making an extensive discussion on matters concerning the postal reform and bilateral cooperation with its counterparts. At the same time, China Post invited the delegations from 13 countries such as Canada, Cuba, Mongolia. As the fruit of the mutual visits, China Post signed the bilateral cooperation agreements with Greece, Cuba, Mongolia and other three countries and regions. More than that, China Post hosted the 3rd China-Korea-Japan Summit and Seminar on International Postal Strategy, which considerably facilitated the regional cooperation between postal sectors.

The delegation sent by China Post actively participated in various meetings hosted by CA and POC. Their hard work and positive input became the key factors in discussions on the reform and open-up of UPU.

As the Chairman of CA, China continued fulfilling its obligations in UPU. Considering both the interests of the developing countries and those of the developed countries, the annual CA meeting was successfully proceeded and the discussions were guided in a positive direction. In addition, China also presided over the meetings of Coordination Committee of Permanent Bodies of UPU, CA Management Board and UPU Provident Scheme Management Board.
