Legal System


As the result of the continuous amendment of postal regulations and laws, the final Postal Acts(Revised) has been submitted to the Department of Laws and Regulations of the State Council in 2002. And it has been brought into the legislation program of the State Council.

Following the guide idea of " Attach equal importance to central legislation and local one", the State Post Bureau worked harder in guiding the formulation of regulations and rules at local level. In 2002, the new local postal laws were introduced in 12 provinces including Jilin, Liaoning, Heilongjiang, Yunnan, Jiangxi, Shaanxi, Inner Mongolia, Xinjiang Autonomous Region, Beijing, Jiangsu, Guangxi and Hainan. By the end of 2002, 22 provinces (cities and regions) had enacted their own postal laws and regulations, which created a better legal environment for normalizing the market order. And the law enforcement entities were established in 31 provinces with 5800 full-time and part-time enforcers and around 1000 of them were full-time employees.

Based on the decrees issued by the State Council, we were actively involved in the entrustment of the express letters and letter-related objects services. By the end of 2002, more than 167 international cargo companies and 362 branches had signed the entrustment agreement with China Post.

In the new round of WTO negotiation, the State Post Bureau, as the regulator of postal(express) services, played an active role in WTO negotiation and the meetings of Council for Trade in Services. It also presented some very important documents such as the proposals for the bargaining in the postal (express) market.

And we completed the compilation and examination of the textbooks concerning the publicity of laws. 117 contracts (valued at 297 million yuan) prepared by the State Post Bureau and affiliated bodies in Beijing were examined and the national statistics haven been accomplished.
