Postal Information Network


The postal special information network is an infrastructure of information technology for supporting the postal development overall. It is the development strategy of China Post marching towards the fields of modern information service to build and develop the postal special information network on a big scale, to utilize the technical to innovate the traditional postal industry and to raise continuously the content of science and technology for postal industry. At present, China Post, by using the technology of computer and information network, has built up a backbone network connecting 236 information centers in central cities nationwide, which integrates the functions of service, production, management and decision. The network is widely used in postal production, operation, management and foreign service and so on. Through "183" E-post website and "185" customers service center, the network can also be interconnected with the public telephone network and the public digital communication network.

In 2002, the postal special information network made overall progress, shifting to expanding application and raising efficiency, which supported energetically the development of postal services. Some application systems have been put into the network, such as postal savings computer system, postage stamps management system, inter-provincial essential data system of newspapers and periodicals distribution, tracking and tracing system of EMS mails, electronic remittance system and video-phone conference system and so on.

The postal savings computer system (namely Green card Project) is one of the domestic largest- cover-area financial computer systems. The system has opened and operated the services of local fixed time deposits, current deposits, savings cards, and the service of current deposits and savings deposits and withdrawing at different places, the service of consumption by "pos" machine and intermediate services that support the development of cities, such as the agent services of charging and paying. After the system was involved in the joint reform of interconnected network of cards of banks, customers with the postal green cards now can do businesses and trades conveniently and quickly at the postal savings outlets of the local or nonlocal places or in 100 cities where inter-trade businesses can be done. In 2002, 1.6 million savings green cards with the mark of "Yinlian" were distributed communicatively nationwide.

The stations of the new EMS tracking and tracing system cover nearly 300 EMS business offices, which open the actual time tracking and tracing service to customers. Customers can make inquiries not only by dialing the "185" customers service telephones at the local postal customers service centers, but also by "Internet". Facing production and management, the EMS tracking and tracing system is of the function of assisting the EMS mail processing, the statistical function for the three rates, that is, "the online rate of mail processing information, the timely online rate of mail processing information, and the delivery rate of N days", the statistical and analytic function for business traffic and the quality of production and operation of the local place and the whole network, and also the function of exchanging data with UPU that has satisfied the technical requirements of EMS test country of UPU.

The building of interconnected electronic remittance system run out. By the end of 2002, the connected outlets had reached 17 thousand and the connected rate was 37.8%. The electronic remittance service can transmit and process all the remittance information between outlets through the electronic remittance system, thus making the time limit of a single remittance transaction shorted from original several days to 24 hours. From November 2001, the service of electronic remittance within 2 hours was opened nationwide. The highest daily processing volume of the system reached 1.78 million deals. In addition, the connection of the electronic remittance system with those of foreign countries and the business with them will be soon realized.

The inter-provincial essential data system of newspapers and periodicals distribution mainly faces interior production and management and resolves the problems of gathering the essential data of subscription to newspapers and periodicals and inter-provincial transmitting. The postage stamps management system, mainly facing the interior management, is of the functions of issue management, settlement management, printing management, and the management of scattered commemorative and special stamps.

In 2002, the nationwide E-post service developed rapidly. State Post Bureau and Avon Company, a famous American cosmetics company, reached an agreement. The former provides the latter with the package settling plan including the services like "the third party logistics" and "collection on delivery" based on the postal physical distribution network and the postal electronic payment gateway. This project is advancing smoothly. All provinces in China develop on a large scale their local services based on the "185" customers service center and have achieved good results. On October 10, 2002, online newspapers and periodicals subscription on "183" website was opened in Guangdong, Hunan, Zhejiang, Shaanxi and Tianjin, and by the end of 2002 it had been opened in all the 15 demonstration provinces. In November 2002, the system of online shopping on "183" website was put into operation in Beijing, Shanghai, Guangdong, Hunan and Sichuan. Meanwhile, The development of the softwares for the production and operation system and postal transportation dispatching system in mail centers, which support the postal interior organizing of production and operation, and the test of the systems have been basically finished. The systems have been put into test running in Xi'an Mail Center.
