In 2002, sectors of postal routes operation at different levels tightened the control over the overall postal network, providing a solid guarantee for the operation of postal services. According to the statistics, the volumes of the first-class line haul from January to December stood at 179,4 billion bag kilometers, up 2.38% from the same period of last year, in which the roads extended by 6.68%. There were 3784 first and second-class postal routes for planes, trains, vehicles and ships, totaling 2.36 million kilometers. More than 21 state-of-the-art modern hubs were put into operation one after another. The network size and allocation of resources were adjusted to meet the competition of the postal market and enhance the economic returns of postal enterprises.

Optimize the structures of the network and speed up the delivery of popular newspapers and magazines

Thanks to the successful restructuring between China Postal Airline and China Southern Airline, the self-owned air transportation network was greatly improved and the scope of express transportation was expended. Based on the principle that long distance mails are transported by trains and short distance mails by trucks, strategic measures were taken to adjust the structure of the network, instanced by the opening of express truck routes, container truck routes and special mail trains. The 31 road routes were opened or adjusted and 16 of them were express trucks routes. Since June 1st when the delivery of popular newspapers and magazines was accelerated, the provincial postal authorities responded actively by opening 98 postal routes for the transportation of newspapers and magazines. In some regions facing fierce competition, 100% of the newspapers or magazines issued or printed by the provinces could be delivered on the same day in cities, and 90% in counties. The revenue generated by the newspapers and magazines steadily increased across the nation.

In 2002, on the one hand, various postal services were well developed and delivery of newspapers and magazines were sped up, on the other hand, operational cost of the overall network was decreased by 6.48%, indicating the cheerful fruit of optimization of the network.

Great achievements have been made in changing the receptacles storing the mails

For the convenience of applying automatic sorting machines, middle-sized letter plates were used in the transportation of mails within and between seven C1 mail centers, which improved the productivity significantly. In order to facilitate the application of container trucks, 12 postal road routes were newly put into operation. The modernization of interior management system was further pushed forward.

The new version contains the postal codes of all streets and roads in counties and rural areas, which is conducive to handling the mails through sorting machines. In addition, the information on the time limits of mails delivery and transportation were collected and released on Oct.1st, 2002.

As the information technology was adopted, the management of the network was significantly improved

Much work was done in analyzing the allocation of equipment in mail centers and requirements of subsystems. And trial operation was carried out in key centers. With the support of the technology, traditional modes of production and management were replaced, laying a solid foundation for introducing a scientific management mode. In 2002, the time limits were set by computers in order to check the express mails and ordinary letters transported between mail centers nationwide. The connection of the rapid information networks between south China and north China made headway. And the work aimed to transmit the information on the waybills through internet was almost accomplished. More than that, software was developed respectively in order to calculate the volume of mails sorted and manage the postal vehicles and equipment properly. Related training program was carried out and some facilities management software was tested.
