2002 witnessed the first year for China Post to enhance and
expand its success after "turning losses into profits within three
years", and to move toward a virtuous circle. It is also a year in
which all the postal staff nationwide drew together to work hard and made
constant explorations and much progress on the developing way of postal
industry. Looking back on the past year, we heartily pride ourselves upon
the progress.
2002 is a veritable "year of efficiency". The total revenue amounts to RMB 51.03 billion yuan, up 8.1% than the previous year; the profits reached RMB 125 million yuan, doubling that of the previous year; the all-staff labor productivity achieved RMB 103.6 thousand yuan per capita. an increase of 12.7% than the previous year. The industry secured the momentum for postal economy to develop rapidly and healthily by making great efforts to lower the operation cost and improve the income quality and operating profit of the whole network. 2002 is a down-to-earth "year of development". It saw the notable enhancement of the strength of China Post's network. The construction and transformation of the physical network and information network as well as the new progress made in their merging helped to support better the three functions of postal logistics, information delivery and capital circulation. 2002 is a keep-pace-with-the-times "year of innovation". While performing strictly the obligation of universal postal service, China Post launched various new services, which helped to accelerate the mail delivery speed, improve the service quality, thus upgrading the new image of postal services. In the past four years' independent operation of post, we have exerted ourselves to probe into the developing way of postal industry with Chinese characteristics. As a result, we've arrived at the following conclusion: Only by sticking to the way of development and tackling the difficulties and problems with developing methods can China Post take on a new look and a bright future, thus ensuring the long-term interests of the postal employees. To develop the postal industry, we must stick to the inalterable policy of turning losses into profits, the inalterable way of pursuing informatization, the inalterable nature of post as a public utility enterprise. These three "inalterabilities" are not only the objective requirements made by the times and history to us, but also the basic principles to develop post that we must follow for the time being and for the future. 2003 is a critical year for China Post to lay a solid foundation and sprint toward modernization. We will go all out to guide the whole industry into a preliminary virtuous circle, so as to endow it the ability to survive by itself and develop independently. In the new year, we will regard the booming of post as the highest priority. Our three main goals are: the services revenue to fulfill RMB 55 billion yuan, up 7.8%; the profits to be doubled to RMB 240 million yuan; the all-staff labor productivity to reach RMB 111.7 thousand yuan per capita, up 7.8%. To realize these goals, we should carry forward the campaign of "year of efficiency", so as to improve continually the operational quality and efficiency of postal economy; we should accelerate the construction of physical delivery network and postal information network, so as to improve in an all-round manner the force of post at the core; we should intensify the concept of providing sincere and credible services, so as to create the quality brand of China Post; we should strengthen the building of talents, so as to further improve the quality of the postal employees. Looking back on the past and looking forward to the future, China Post has been taking a three-step development strategy: from its success in making profits to stepping into a virtuous circle, and then to carrying forward the postal modernization in an all-round way. Our achievements have been written into the annals of history, yet we still have a heavy burden to shoulder and a long way to go. We'll try to, by 2020, catch up with the development level of post in developed countries, turn into a modern logistics enterprise which takes the lead domestically and wins a popularity worldwide, and realize the modernization of postal industry on the whole. My colleagues and I, together with all the postal staff nationwide, are expecting the arrival of this day, for which we will exert ourselves to work hard. |
