Computer Network and E-post


In 2001, the postal comprehensive network was put into use in all-round way, which provided effective support to the development of new business growth points. The second phase of  construction of the green card project has been completed with 31 green card provincial centers connected to the network and old  city centers switched into the concerned provincial centers, which further improved the safety system of the green card system. At present, the network structure of the green card system was further optimized and operated stably. The volume of deposit and withdrawal in different places increased from over 30,000 deals per day at the beginning of the year to over 100,000 deals per day; the transaction volume rose from RMB 100-200 million yuan per day at the beginning of the year to RMB 300-400 million yuan per day now.

In 2001, China Post finished the work of the uniform formulation, project reconstruction and combining debugging in the network for the bank card system. By the end of 2001, the green card national center reconstruction had passed the check held by People's Bank of China. Meanwhile, 10 provincial centers have been connected with the bank card centers in terms of the two modes of Five vertical, five horizontal, which further widened the useful range of the postal green card. In order to meet the demands of society, China Post managed to arrange a nationwide installation and spreading of the electronic remittance system. 126 outlets in 20 provinces began to operate in the same network on July 1. The electronic remittance system has covered 9,219 outlets in 2,445 counties or cities in the total 31 provinces. We succeeded in fulfilling the all-round acceleration of the postal remittance service.

In 2001, we finished developing and testing the information exchange platform in the comprehensive computer network and complete the work of system improvement and on-line operation of some application systems for internal production and management like EMS track and tracing system, periodical issuing system, postage stamp system, etc. We began to develop the mail center working system and postal transportation commanding system.

The e-post projects conducted in 2001 include uniform brand 183 website, China Post authentification center, green card payment gateway and the 183 ISP access service in Guangzhou, Shanghai, Beijing, etc. We provided a number of services including on-line philately, online periodicals, on-line store, CA authentification, on-line green card payment and ISP access service.

In 2001, China Post established e-post service operating mode, financial management system, settlement allocation, operation flow and drew out regulations. We have also worked on the expense standard for payment gateway, on-line advertisement as well as CPCA and made relevant schemes. We have also fulfilled the development of CPCA system, 183 website application system and payment gateway system. In 13 provinces (autonomous regions and provincial-Level cities) like Shanghai, Guangdong and Liaoning, we have finished the installation and testing of website platform system, website application software system and payment gateway system; we have also finished installing and testing CPCA system in 14 provinces (autonomous regions and provincial-Level cities) such as Beijing, Shanghai and Guangdong.
