International Exchange and Cooperation


In 2001, China Post witnessed a favorable growth trend in international business, achieving 1.668 billion yuan in turnover, an increase of 1.98% over last year. Especially, international EMS and international parcel service maintained positive growing trend. A well-rounded, multi-channel and multi-level module has taken into shape for the benefit of external exchange and cooperation. China Post is playing an ever-growing role in international postal arena and has built up a fine image internationally.

To meet the market demands, China Post opened a series of new services in some countries and regions in 2001, such CIS International Postage Letter Card (worldwide), Cumbersome Parcel (Singapore), Direct Entry (Hong Hong), Economy Express (TNT, TPG), and Import/Export Printed Matter services. As for parcel business, China Post has reduced the international parcel postage appropriately which effectively promotes development in parcel business; as for network management, two international exchange offices have been put into operation in Harbin and Xi'an cities respectively which further optimizes the transportation network; as for quality improvement, China Post has timely revised Time-Limit for Domestic Handling of International Mail which has enhanced domestic handling efficiency for international mail; as for business regulations, China Post has published and executed International Mad Handling Regulation.

In 2001, China Post played a positive role in international organizations through exchanging high-level visits with foreign posts and strengthened mutual understanding and friendly cooperation with foreign posts. Senior officials of China Post have conducted visits to post administrations in Australia, Indonesia, India, US, German, UK, etc., held bilateral discussions on organization restructuring, universal services, post legislation, postal banking services, technology renovation, market exploring as well as other issues of mutual interests and exchanged views on strengthening cooperative relationship. At the invitation of China Post, postal delegations from Canada, the Netherlands, Cote d'Ivoire, Iran and Indonesia have paid visits to China. By the end of last year, China Post had signed such agreements in chronological order as Letter of Intention on Cooperation in E-post and E-commerce Services; MOU on Establishing Friendly Cooperative Relationship; Minute on Strengthening Cooperative Relationship; Minute on Strengthening Friendly Relation, Promoting Bilateral Cooperation with Canada Post, Indonesia Post, Australia Post, and Cuba Post respectively.

In 2001, China Post played a positive role in international organizations' activities and extended multilateral cooperation and communication. To revise Postal Law,  China Post hosted the Universal Postal Services Workshop in Beijing jointly with International Bureau of UPU, which attracted more than 80 attendants corning from 23 countries and regions as well as relevant departments in China.

In 2001, China, at the capacity of chair country of Council of Administration of Universal Postal Union (UPU), consistently fulfilled its various responsibilities which is fully indicated by presiding an array of conferences organized by UPU, directing and taking part in discussions on significant topics related to UPU reform and opening up. Thanks to these involvements, China Post has been playing a proactive and positive role in the international organizations' activities. In addition, China Post has participated more than ten international conferences organized by UPU, Asia Pacific Postal Union (APPU) , World Bank, etc.
