Scientific and Technological Achievements

In the year of 2001, State Post Bureau successfully finished 38 research projects, 20 development projects of new technology and issued 66 pieces of postal criteria.

Further Development of Technology Management Reform

1. Establishment of project evaluation system. Science and Technology Commission of the State Post Bureau evaluated the soft technology projects and development plans, which ensured the projects be advanced, scientific and combined with the practice of China Post.

2. Establishment of tender system. Pilot invitation for tender of agent services scheme project was organized to develop postal financial services, which saved the research funds.

3. The management methods of science and technology capital, advancement rewards, new technology promotion and quality supervision were further developed and completed.

4. The management of project implementation was enhanced. Advanced technology projects were rewarded and the project quality was improved.

Obvious Support Improvement of Soft Technology Research to Decision-Making

"3-Shape" logistics have given support to the decision-makers. The research on quality of service for universal postal services and development trend, the Science and Technology.

The Establishment of Criteria Meeting the Need of Postal Production and Business Development

The compile of "National Post Management and Production Structure Code" has been finished. The names of over 50,000 postal branches were standardized and assigned codes respectively. The business demands on the Postal Comprehensive Computer Network's money order, branches services, postal transportation, central post offices and newspaper and magazine distribution were studied. The data exchanges of 8 application systems of confidential communication, newspaper and magazine distribution, EMS, international business, central post offices, postal transportation, postage stamps and postal branches were standardized. The application layer protocol, network testing, documents on application layer and service forms were standardized. All the work has made the basic criteria of the Postal Comprehensive Computer Network a complete system. The criteria for electronic money order service, postal savings card and electronic money order service security have been established. The criteria of GB/Tl.l-2000 have been implemented. More than 70 postal employees won the credentials issued by the National Quality Inspection Bureau.

Great Achievements in Scientific Development Projects

The research on window letter sorting machine and 128 barcode has been finished. Research projects including certification management of networked franking machine, postal coding method for cities and counties and information access computer platform have been implemented.

Further Enhancement of Quality Supervision and Management

Metering certification and evaluation on the quality of letter equipment of the State Post Bureau have been done jointly with Ministry of Information Industry. The manufacturers whose unqualified products were inspected in 2000 were urged to reform.

The Convention of the 1st National Postal Science and Technology Meeting

The goal for science and technology development in "Tenth Five- Year" and a series of reform ideas in science and technology development have been proposed, which have set up the developing trend for science and technology in "Tenth Five-Year".
