In 2001, China Post, cutting off 18,000 staff members nationwide, further reduced its employees to 506,000, among which career employees accounted for 451,000. Labor productivity has reached 91,800 yuan, an increase of 15.2% over last year. The focus of labor and wage management is on labor productivity,
continuous labor reduction and efficiency improvement.
In 2001, State Post Bureau saw remarkable progress in reforms undertaken in such fields as competitive deployment system for managers, employment control, and internal distribution system. Great attention was put to the following areas: breaking the division line between manager and worker; gradually establishing competitive deployment mechanism, merit-based recruitment and flexible employment system; consistently strengthening and regulating deployment management. Thanks to these efforts, China Post has successfully reduced its labor force and improved its efficiently and productivity overall, deepened and dynamited internal distribution system, implemented pay-for-performance mechanism and introduced new corporate salary system which fully respects the leverage role of incentive system in distribution.
In addition, further endeavors have been exerted to execute "Postal Talent Project" , to strengthen management applied towards professionals and experts and to organize selection programs for those who are enjoying special treatment from government. Meanwhile, effective measures have been taken to restructure professional teams. In 2001, China Post boasted 69 specialists who are winners of special rewards from government as well as 82,000 professionals.
In September 2001, National Postal Education and Training Workshop was held which defined main tasks to be undertaken during the tenth five-year plan. In 2002, China Post will consistently conduct personnel training so as to enhance the overall quality of postal staff. On-duty training of various kinds is expected to accommodate 264,000, and the annual training rate is to reach 58%. Training emphasis is on marketing and new services, targeted for young and middle-aged managers and professionals. All together, 45,500 will receive secondary and higher education. Fund to be invested in education and training is estimated around 103 million yuan. In 2001, China Post had 148.5 Thousand employees with secondary educational background or above, accounting for 32.63% of the total, among which postgraduates constituting 0.2%, undergraduates 5.46% and college-associates 14.2%. Now, China Post boasts 188 lecturers and 887 staff training centers of various levels, covering an area of 772,500 m2.
