General Introduction to the Development in 2001
In 2001, China Post satisfactorily fulfilled the production quota and reached the pre-set goals of development. The total turnover: revenue and per capita productivity of post service are 45.76 billion, 47.09 billion and 92 thousand yuan respectively. Compared with 2000, they increased by 7.4%, 11 %and 16.5% respectively. The objective of "turning losses into profits out of the red within 3 years" was sufficiently
attainted.
Compared with 2000, the turnover of delivery service, financial service and philatelic business increased by 9.7%, 26.7% and 9.1% respectively and the income from the corresponding field increased by 18.4%, 16.9% and -2.7% respectively. 8.692826 billion items of letter mails, 99.309 million parcels, 17.631218 billion copies of newspaper and 1.154372 billion copies of periodicals were delivered. The income from these three items (letter mail, parcel and newspaper and periodical) is 5.01,2.83, 5.43 billion yuan respectively. The balance amount of postal savings reached 591.22 billion Yuan and business income was 14.82 billion yuan. Philatelic income amounted to 8.81 billion Yuan. The quantity of international (including to and from Hong Kong and Macao ) letter mails, couriers and parcels amounted to 59.828,4.211 and 0.963 million items respectively, which is -13.2%, 6.6% and 14.7% higher than that of 2000.
In 2001, China Post actively optimized the network, including accelerating the adjustment of physical delivery network and bettering postal integrated computer network. By these efforts, the modernization of China Post is achieved through informatization and its productivity can be continuously improved. There are 14446 postal vehicles, 10 postal planes and 15 postal ships in China today. Besides, 114 sets of mail sorting machines, 114 sets of facing machines, 542 sets of direct mail manufacturing system, 158 sets of printed matter and parcel sorting machines, 57 sets of newspaper and periodical distribution line, 4929 ATM and 5755 franking machines are installed and used. The postal integrated computer network has been preliminarily established. By " Green Card System" , uniform deposit and withdrawal is realized in more than 97% of counties and cities. 22 thousand terminals are connected to the network. The electronic remittance system covers all the counties and cities, with 8320 terminals spread all over China.
In 2001, China Post earnestly performed the obligation of universal service, accelerated the delivery and persisted in improving service quality. The year 2001 witnessed three accelerations of delivery and the setup of postal aviation network. 10 postal airlines form the framework of a high-speed transportation network, which is also supported by postal vehicles and railway postal routes. This multi-channel collection and distribution network covers 304 cities in 26 provinces (municipalities, autonomous regions). There are 77315 post offices and service stations spread all over China, among which 59935 are in rural areas, 34034 can provide all-round postal service and 16361 branch offices are computerized. There are also 49053 postal shops for newspaper, periodicals and books and 20224 postal shops for philatelic products. Among the 34540 postal savings points, 24118 are connected to the computer network.
Uniform deposit and withdrawal service are provided in 23449 terminals. 184432 groups of post boxes are installed all over the country and the quantity of mail receiving points reached 29.23 million. In China today, you may enjoy postal financial service in 22814 towns, express mail service in 1973 cities and counties and check the express mail by calling 185 in 290 cities and counties. China Post has established direct delivery with 150 countries and regions. The number of exchange offices and stations for international mails reached 51.
The State Post Bureau made much effort in developing new businesses, such as direct mail, collecting fees on commission, pick-up and delivery for other industries. The business volume of enterprise pre-stamped postcards, direct mails, postal advertisements and ceremony service reached 386.192, 1093.027, 2644.007 and 2.036 million items respectively. The total weight of direct delivery reached 1.53 million tons. 1.557 million users of China Unicom were registered through postal channel. As an agency of telecom business, the income in this field reached 431.135 million yuan.
In 2001, the State Post Bureau revised "The Post Law of P.R. China " and asked for suggestions for it among the department of State Council and relevant subsidiary organizations. It has been listed in the legislative plan of 2001 of the State council. In 2001, "Postal Articles and Tools Supervision and Control Regulation " came into being and "The Regulation on Handling Customers' Complaint (trial) " and "The Regulation on the Supervision of Postal Service Quality (trial)" were transmitted to the local post bureaus. All the provinces have been established law executing teams to deal with illegal acts. Be the end of last year , 15 provinces have local postal administration laws and regulations.
