Responsibilities and Organization Structure
SPB as a governmental agency and a public utility corporate at once, administers the national postal industry and manages postal enterprises across China, whose responsibilities require that SPB on the one hand strengthen its administrative function so as to safeguard the interests of the country and the customers and on the other hand, be responsible for the construction and operation of postal network while meeting universal services obligation.
To correspond to its responsibilities, SPB has set up 8 functional departments (offices) in the headquarters.
General Office: dealing with general affairs;
Department of Postal Sector Management: managing postal communication and legal affairs;
Department of Postage Stamps: overseeing postage stamps issuance and philately;
Department of Planning and Finance: scheming the national postal developing plans, managing finance, state-owned asserts as well as postal science and technology affairs;
Department of Public Service: managing business operation and service quality;
Department of Post Routes Operation: controlling and coordinating the operation of post routes;
Department of International Cooperation: managing international activities and services;
Department of Personnel and Education: managing personnel, labour wages and human resource education.
