February 28 National Postal Discipline Inspection and Supervision Conference was held in Hangzhou.
February 29 Agreement on service framework of sending and receiving bills was signed between the State Postal Bureau and China Telecom.
February The most sever law case of manufacture of fake stamps, postage envelopes and postcards since the founding of the State Post Bureau, was uncovered by Chongqing Postal Administration. The sum of 160 million Yuan RMB and nearly 3000 kinds of stamps and philatelic items were involved in the case.
March 1 National Electronic Post Symposium was held in Guangzhou. The basic thought, framework and target of China's E-Post development, concrete motives and operation were made definite during the meeting.
April 1 The State Post Bureau adjusted postage standard of EMS to HK and Macao.
April 11 National Postal Personnel Conference was held in Xi'an. The document "Guidance on Deepening Postal Enterprise Reform of Personnel, Employment and Allotment System" and the others were discussed and passed.
May 10 National Postal Operation Conference was held in Beijing.
May 18 The State Postal Bureau destroyed parts of definitive stamps, incomplete sets of commemorative and special stamps, postage envelops and postcards in stock unavailable to present postage standard, as well as destroyed commemorative and special stamps from 1992 to 1999 beyond storage standard.
May 24 Management Measures of the Philatelic Market was released and brought into effect.
June 1 At Beijing Military Museum, the State Post Bureau held the ceremony for the first issue of the postage stamp "Turn of a new century, Beginning of a millennium---the Prospect of the 21st century" as well as for "Philatelic Activities for the Children Prospecting for the New Century". Mr. Liu Liqing, Postmaster General gave precious presents, the cancelled stamps, to the children. Mr. Tian Jiyun, member of the Central Committee of the Communist Party of China and Vice Chairman of the Standing Committee of the National People's Congress and the other leaders were present.
July 1 The State Post Bureau adjusted postage standard of international EMS, reducing 10% of charges in average.
July 1 Parcel delivery direct to a house was carried out in the downtown of provincial capitals around the country.
July 3 National Postal Conference on Foreign Affairs was held in Shanghai. Mr. Liu Liqing, Postmaster General, and Mr. Han Zheng, Vice Mayor of Shanghai, attended and addressed the meeting. Mr. Liu Andong, Deputy Postmaster General, made a work report.
July 18 The Fifth Congress of All China Philatelic Federation was held in Beijing. Mr. Tian Jiyun, member of the Central Committee of the Communist Party of China, Vice Chairman of the Standing Committee of the National People's Congress and honorary President of All China Philatelic Federation, Mr. Wu Jichuan, Minister of Information Industry, Mr. Liu Liqing, Postmaster General of State Post Bureau attended the congress. Mr. Tian Jiyun and Mr. Qian Weichang were invited to work as honorary presidents. Mr. Liu Pingyuan was elected the President. Mr. Chang Yanting, Mr. Li Yuanchao, Mr. Ji Peiding, Mr. Xu Kongrang, Mr. Sheng Minghuan, Mr. Chang Zengshu and Mr. Wang Xingzhong were elected vice presidents with Mr. Sheng Minghuan as Secretary General concurrently.
July 19 National Postal Logistics Consultative Conference was convened. Postmaster General Liu Liqing attended and addressed the meeting. Mr. Tan Xiaowei on behalf of State Post Bureau signed the cooperative agreements with 11 partners, including Dell Computer China Ltd., IBM China Ltd., and Qingdao Haier Group.
July 28 Organization Ministry of the Central Committee of the CPC issued an appointment and dismissal note, which agreed Ms. Sheng Huiping to hold a post as standing member of the Party Group and Director General of Group for Discipline Inspection.
August 14 The Commission of Science and Technology of the State Post Bureau was founded in Beijing, including 68 members with Mr. Li Feng as head.
August 18 National Work Conference on Postal Management was held in Harbin, Heilongjiang Province.
August--October The State Post Bureau, for the first time, recruited openly Deputy Director General of Newspaper and Periodical Distribution Bureau inside the postal circle. 64 persons enrolled for recruitment. Mr. Xiong Zhenbang, Deputy Director of Post Office in the city of Jingdezhen, Jiangxi Province, was employed under the comprehensive examination.
September 1 Postal sector surmounted difficulties and achieved the total speed-up of domestic letters, parcels and printed matter. Delivery time of mail between two provincial capitals was curtailed one or two days in average, parcels and printing articles, two to four days in average.
September 12 With the endorsement of State Council and authorization of Ministry of Foreign Affairs, Mr. Huang Guozhong, Director General of the Department of international Cooperation of the State Post Bureau, signed re-modified Laws and Regulations of Asian-Pacific Postal Union in the 8th Congress of Asian-Pacific Postal Union on behalf of Chinese Government.
September 29 State Economic and Trade Commission endorsed the establishment of Hunan Postal Science and Technology Ltd., the first postal science and technology corporation limited in our country.
October 1 Parcels delivery direct to a house was realized in downtown in cities above county level throughout the country.
October 2 Invited by the Universal Postal Union, Mr. Liu Liqing, Postmaster General led a delegation of China Post attended and delivered a speech entitled "China Post in the 21st Century" at the 2000 International Postal Strategy Forum. Mr. Liu Liqing reviewed the operation of Italic Post and Egyptian Post and signed three mutually cooperative memos with Italic Post and Egyptian Post respectively after the conference.
October 8 Measures of Management of Reproduction of Postage Stamp Design was issued and brought to effect.
October 9 The State Post Bureau convened a symposium at Great Hall of the People to commemorate the 50th anniversary of China Post Newspaper and Periodical Distribution. Mr. Tan Xiaowei, Deputy Postmaster General of SPB attended and addressed the meeting. The leaders of Journalism Administration, Information Bureau of Administration of Publication and other capital press units attended the meeting.
October 24 China's International Communication Technology Exhibition was held. Massive groups attended the exhibition. 8 units from China Post and its Beijing, Shanghai and Guangdong Administrations attended the exhibition. On October 26, Mr. Zhu Rongji, Premier of State Council visited the exhibition counter of China Post.
October 25 The first issue ceremony of a commemorative envelope "50th Anniversary of the War to Resist U.S. Aggression and Aid Korea (1950-1953)" was held in Beijing, Mr. Liu Liqing, Postmaster General, Mr. Qian Min, Former Minister of Electronic Industry, Mr. Sun Guoxiang and Mr. Wang Zhaohai, related heads of Ministry of Foreign Affairs and General Politics Department of the People's Liberated Army, attended the meeting.
November 3 The first Congress of National Postal Trade Union was held in Beijing. It was elected to establish the first committee of National Postal Trade Union and Charges Investigation Committee. Ms. Sheng Huiping was elected Head.
November Shanghai Postal Administration and Shanghai Industrial and Commercial Administration jointly investigated Shanghai Bao Yi Company according to the law. The company, in the name of exclusive operation with the allowance of foreign operator, engaged in or in disguised form managed in mail delivery, which offended the laws and regulations of the industrial and commercial management and of the post.
November Invited by Postmaster General Liu Liqing, Mr. Luk Ping-Chuen, Postmaster General of Hong Kong, and Mr. Carlos Aberto Roldao Lopes, Director of Macao, Respectively led two delegations to visit the State Post Bureau.
December 5 The Supreme Court released the Explanation on the Law to Abide by for Actions of Forgery of Postage Stamp and Its Resell by the Supreme Court. It stipulates that those who commit such a crime in large quantity should be convicted according to Article 227, Section 1 of the Penal Code.
December 19 The first Congress of Subordinate Departments directly under the State Post Bureau was held in Beijing. The First Committee and Discipline Inspection Committee of Departments directly under the State Post Bureau came into being with Mr. Wu Shixiong and Ms. Jiao Zhanglan as Secretary, Deputy Secretary and Secretary of Discipline Inspection.
December The State Post Bureau adjusted the setup of center bureau throughout the country, reducing its former 263 center bureaus to 201 in order to perfect the structure of the network.
December All the provinces, autonomous regions and municipalities directly under the Central Government finished the training of their 4318 county directors.
