The General Requirement of the Development of China Post at the 10th Five-Year Period

The general requirement of the development during the 10th Five-year Period of China Post is----to achieve "one aim"; to realize "three doubles"; to reach "three objectives" and to hit "four targets".

One aim to achieve

• During the 10th Five-year Period, China Post will achieve the aim of making up deficits and increasing surpluses in the whole industry and stepping into a virtuous circle.

Three doubles to realize

• The economic returns will double. Till 2005, two main indexes of economic returns-rate of assets returns and labor productivity will respectively achieve 22% and 160 thousand Yuan RMB, which are one double of that of 2000.
• The fixed assets will double. Till the end of the 10th Five-Year Period, the productive fixed assets will be 110 billion Yuan RMB which will be two times of that at present (55 billion Yuan RMB). 
• The income of the employee's will double. Till the end of the 10th Five-Year Period, the average income of postal employees every year around the country will be two times of that during the 9th Five-Year Period.

Three objectives to reach

• As the business revenue is concerned, China Post will try to list into top 30 enterprises domestically;
• As the operational scope is concerned, China Post will try to list into first 6 around the world;
• As the network capability is concerned, China Post will list into the leading logistics enterprise around the country.

Four targets to hit

• Till 2005, business income will realize 77 billion Yuan RMB with an increase rate of 12.9% every year. We'll try to achieve 83 billion Yuan RMB.
• Till 2005, operational benefits will realize 1 billion Yuan RMB.
• During these five years, investment on fixed assets will be 50 billion Yuan RMB.
• Till the end of the 10th Five-Year Period, postal staff and employees will be controlled no more than 480 thousand.

1. Turn losses into profits for the whole sector, step into a virtuous circle as soon as possible.

2. Get everything ready for the separation the administrators and operators from their roles, steadily finish restructure of corporatization.

3. Speed up adjustment of business structure, make great efforts to develope-post and logistics.

4. Conscientiously ensure the universal postal service and make great efforts to improve the quality of service.

5. Speed up the construction of postal legal system to establish a sound market order.

6. Speed up the course of informatization and promote the upgrade and perfection of postal industry.

7. Actively carry out funds operation to achieve the value of funds maintained and increased.

8. Continuously carry out the project of qualified personnel to improve the quality of the whole sector.

9. Earnestly improve the conditions of production and living, try our best to increase income of the employees.

10. Develop external cooperation and to march into the international market.
