Postal Development Objectives in 2001

General Requirements for National Postal Service

Taking the spirit of the 5th Plenary Session of the 15th Central Committee of the CPC as the guide, we'll implement in earnest, the spirit of Central Economic Working Conference focusing on achieving the objective of illuminating losses within three years and accomplish three fundamental tasks----system and regulation reform, legal construction and postal informationization. Striving to expand the market, to optimize the structure of the industry, to strengthen the management of enterprise, to improve the quality of service, and to make a solid foundation for realizing virtuous circle of the post.

Three Main Targets for 2001

• To achieve 47 billion Yuan RMB in operation revenue, increase of 11% over the previous year
• To realize balance in income and expenditure of the whole industry
• The overall labor productivity reaches 90,000 Yuan RMB, increase over 13%

• Focusing on promoting economic results, developing markets exploration, striving for new business development.
• Focusing on amending "the Postal Law", enhancing legislation for postal services, and implementing in earnest its administrative function.
• Focusing on reforming three regulations, speeding up mechanism innovation, incessantly developing growth vitality.
• Focusing on financial management, strengthening management of enterprise, striving to improve economic operating quality.
• Focusing on enhancing application for comprehensive computer network, strengthening the development of informationization, promoting the shift from scientific and technological ability to business profits.
• Focusing on improving service quality, paying attention to the development of communication in rural area, promoting development of postal service in western part of China.
