Computer Network and Electronic Post

The year of 2000 was crucial for the operation of Comprehensive Postal Computer Network. To the WAN project construction, centers at different levels were linked, achieving live control over the equipment operation and line situation. 229 center bureaus were linked together, EMS, Newspaper and Periodical, Philately and the other applied systems began to operate on the net. Equipment of the first and second level center bureaus of LAN has been installed and experimented. 93% and 84% of main frames and network equipment of the third level bureau were completed. At present, a Comprehensive Postal Computer Network with image, sound and date transmission arrives at an advanced level on equipment capability, covering scope and network function domestically. Thus the traditional postal service of China has its own electronic information network.

In 2000, reconstruction and update of Green Card Network System was implemented by the State Post Bureau to promote the whole retail and finance service with Green Card as carrier. In the end of April of 2000, development and experiment had been finished at the national Green Card center. In the last half year, the old national Green Card center successfully connected to the new national center with no interruption Till the end of 2000, current deposit realized uniform deposit and withdrawal in 1316 counties and cities in 31 provinces, municipalities and autonomous regions around the country. Outlets on the net reached 9961 and 3400 ATMs were linked together. Postal savings cards reached 16 million pieces. Green Card network became one of the largest financial information networks in the country. On the basis of the former Green Card Project, the State Post Bureau unified the construction of the national network planning and strengthened the construction of clearing and allocating system of remittance with a more perfect network in order to improve the service level of the Green Card. Problem of Y2K was successfully solved to insure the safety of the network.

In March 2000, the State Post Bureau established the leading group of electronic post and the general office of the group and decided to construct model project of the electronic post around the country. Since then, the construction of the electronic post started all-around. The General Planning of Electronic Post of China was passed and the State Post Bureau approved the General Blueprint of Electronic Post of China. The public bidding of hardware equipment and applied software were finished. Studies on soft science such as E-Commerce in Postal Industry and Logistics System of E-Post were organized. At present, in model provinces and municipalities of E-Post, E-Shopping Center, Information Inquiry of Postal Services, Flower and Etiquette and Advertisement were opened, and even in some provinces and municipalities subscription of newspaper and periodical and philatelic service were opened.
