Education and Training
By the end of 2000, China Post had 524,000 postal staff and employees around the country. Among them, 469,000 are full-time employee and 82,900 technical professionals. The overall output of China Post was 79,800 Yuan RMB, an increase of 19.6% than that of the previous year.
In 2000 China Post for the first time conducted the Elementary/Intermediary Qualification Test on Professional Technology and established a working team for this purpose. 1749 of the staff members have registered for the test.
The 2000 educational training of China Post focused on Talent Project, aiming at the development and construction of postal services. The overall quality of the staff members improved greatly through education and on-the-job training. China Post offered all kinds of on-the-job training to about 248,100 employees, with an annual training rate of 52.82%. 45,600 of its staff members received mid or high-level education or fundamental education, and 9.71% of the total employees are on education. The total capital invested for education and training was 107 million Yuan RMB. By the end of 2000, the number of employees with secondary or above level education had reached 131,400, accounting for 27. 99% of the total employees of China Post. Among them, 0.16% with postgraduate education, 4.58% with four-year collage education and 11.86% with two or three-year collage education. At present, China Post has 188 different training centers for staff members and 1080 full-time teachers, with a building area of 773,400 square meters and fixed assets of 1.114 billion Yuan RMB.

In 2000, upon the requirement of the State Post Bureau, the provincial postal administration provided training in rotation for 4381 prefecture postal leaders. To promote the construction of Postal Integrated Computer System (PICS), equipment maintenance and software development, the State Post Bureau co-sponsored with such suppliers as Lucent, HP and IBM training programs on PICS knowledge and equipment operation, made 1652 technical professionals having taken the training courses. Via the PICS, Tele-training of Marketing has been carried out three times, with 4740 participants from 31 postal administrations at provincial levels, including 126 provincial postal leaders. Meanwhile, the State Post Bureau vigorously broadened training channels by making full use of the funds and training opportunities provided by the State Post Foreign Experts Bureau. 334 middle and high-level postal managerial members, including some leaders of provincial postal administrations, were selected and sent abroad for training.
