In 2000, Regulation on Management of Postage Stamp and Philatelic Item was compiled by the State Post Bureau to guide and unify the management and operation around the country . In order to solve the problems existing in the production of philatelic items with postage stamp designs, according to the Post Law of the People's Republic of China, the State Post Bureau organized and drafted out the Management of Reproduction of Postage Stamp Design and it was released and implemented as the 4th Order of the Ministry of Information Industry since October 8 2000.

In 2000, postage stamps jointly issued were He-Pot and Horse Milk Pot with the Republic of Kazakhstan, Seashore Sights with Cuba and Marionette and Mask with Brail.
