Express Mail Service (EMS)


The year 2000 was the 20th anniversary of EMS service opened in our country. Annually the accumulative traffic of EMS reached 110.98 million pieces, 106.3% of the set target, an increase of 21.8% over the previous year. The international EMS items amounted to 3.949 million pieces, a increase of 13.7% over the previous year; the domestic EMS volume of different places scored 10,703 million Yuan RMB, up 17.2% over the previous year; the domestic intra-city service volume amounted to 10.452 million, up 100.4% over last year. The accumulative turnover reached 4.328 billion Yuan RMB, up 20.84% over the previous year. The revenue from the international was 1.04 billion Yuan RMB, an increase of 19.6% over last year; it was 2.81 billion Yuan RMB for the domestic, an increase of 13.8% over last year; from the domestic intra-city 109 million Yuan RMB, an increase of 86.17% over last year; and others 360 million Yuan RMB.

In 2000, Postal EMS regional service, intra-city service and other kinds of new services saw a vital growth. Postal sectors put emphasis on key regions and key customers to develop regional service and intra-city service. The revenue from intra-city service over fulfilled 100 million Yuan RMB. New kinds of EMS services began to take shape. Collection on Delivery (COD) was an effective solution to the bottleneck of electronic commerce logistics and capital flow. Etiquette service possessed a good social recognition and a certain scale. Various document services were increasingly rich in content. Paid by Addressee and by Third Party attracted new important customers, the advanced payment by Third Party in modern logistics appeared in our country. Speed Money Transfer and Remittance was progressively popularized. Freight and freight agency service maintained a favorable momentum of growth. In 2000, the State Postal Bureau adjusted twice the service postage to Hong Kong, Macao and other international regions to enhance business volume, gaining and article mail volume.

The target, "to ensure mail delivery time limit declared to the public" set by the State Postal Bureau, strengthened the management of delivery time and speed, and improved the level of EMS mail delivery efficiency. On the basis of regional EMS of 6 provinces and one municipality in east China organized before, "Overnight Delivery" was implemented in all first class Center Bureaus and parts of surrounding cities. Thanks to well-targeted endeavors made in tracking and tracing, inquiry response rate for the domestic service averaged 75% a month, 79.2% in the highest, reaching the highest standard after the construction of EMS tracking and tracing network.

In 2000, endeavors were invested to explore interior capability to further raise express mail delivery efficiency and service quality. Delivery frequency was adjusted from 3 times to 4 times, even 5 times in most provinces. Night shift delivery was implemented in several regions. EMS postal routes were earnestly built to increase mail delivery speed. Shanghai Postal Administration launched Next Workday Morning Delivery to Hong Kong with nighttime airlines.
