A Survey of Development

In 2000, China Post has successfully fulfilled various tasks and laid a solid foundation for the development in the new century. In the past whole year, the total amount of postal business has reached 23.06 billion Yuan RMB and increased 16.4% than the amount of the last year; business income has reached 42.42 billion Yuan RMB and increased 14.7% than last year. The total labor productivity has reached 79,800 Yuan RMB.

Compared with the same period of the last year, the business amount of and business income of the delivery have increased 5.3% and 16.56% respectively. The amount of postal finance and its business income have increased 17.9% and 8.4% respectively. The business amount of philately has decreased 13.36%, however, its business income has increased 6.8%. The business amount of letters has reached 7819.12 million pieces with a business income of 4.761 billion Yuan RMB. The business amount of parcels has reached 95.869 million and reached the business income of 2.048 billion Yuan RMB; the amount of newspaper has grown to 18472.342 million pieces and magazine reached 1249.75 million pieces and the business income of these two is 4.859 billion Yuan RMB. At the end of the year, the balance of postal savings is 457.89 billion Yuan RMB and has reached the business income of 12.353 billion Yuan RMB. The business income of philately is 9.056 billion Yuan RMB. In the whole year international letters and letters to and from Hong Long and Macao have reached 68.815 million pieces, and EMS 39.49 million pieces, an increased of 13.7% than last year. International parcels and parcels of Hong Kong and Macao are 0.843 million pieces, an increase of 20.3% compared with the same period of the last year.

The system of center bureau has been spread steadily and there is some new development of correspondence network. The ability of transporting postal matters and the mechanical level of dealing with them have increased further and there is significant effect on construction of postal comprehensive computer network and transformation of "Green Card" network. 30 provincial capitals have founded center bureaus and put them into effect. Letter tray sealing transportation has been realized among 29 capital cities. There are 44,066 postal vehicles, 3 postal planes and 13 ships. Inside the center bureau the rate of disposition of sorting equipment of letters and parcels have reached 35% and 45% respectively. There are already 459 sets of business letter producing system, 118 automatic letter sorting machines, 116 sets of letter classification facing machines, 142 parcel automatic sorting machines, 4310 ATM, and 5118 postage machines. The network connection of center bureaus in various levels and mutual communication of 229 center cities have been fulfilled. In 30 provinces of China, deposit and withdrawal at different places are realized in 1189 counties and cities.

China Post has further spread the reformation of delivery system in order to adapt to the demand of the market. There are now 66,740 post offices and agencies in China, 50354 offices or agencies are in the countryside, all services are provided in 31,138 offices or agencies, 15,348 computerized offices, 44,210 postal newspaper and periodical sales outlets, 18,941 for selling philatelic items. There are also 33,698 postal saving outlets, 20,003 on the network, deposit and withdrawal at different places are provided in 17,839 offices or agencies. There are 115,740 newspaper and letter boxes in residential areas in China and the number of on-time delivery outlets has reached 21.90 million. 23,373 counties/towns have opened the business of postal savings, 1942 counties/cities have opened the business of EMS and 311 prefectures/cities have 185 EMS inquiry service and 1250 counties/cities have EMS inquiry service. The delivery speed of postal matters such as letters, parcels and printed matters has fully increased. The average delivery duration of letters and parcels has shortened 1-2 days and 2-3 days respectively. EMS can be received the next day among Beijing, Shanghai and Guangzhou, and among eastern areas of the country. The rate of receiving the letter next day in 7 first class center bureaus has reached 80%. The rate of morning newspaper morning delivery of central and provincial daily newspaper has reached 57% and the rate of on-time delivery of various postal matters has reached 90% or higher. China Post has kept and developed business relations with more than 150 countries in the world. Letters and parcels can be delivered everywhere in the world. EMS can be delivered to more than 200 countries and regions. International exchange business has covered 20 countries and regions.

China Post develops new business actively and stably. In 2000, China Post produced 325.197 million pieces of enterprise postage postcard, 674.599 million direct mails, delivered 1691.774 million pieces of advertisement, 321.267 million Yuan RMB telecommunication service on commission basis. China Post had 1.899 million pieces of etiquette service and 1.698 million tons of direct parcels.

In 2000, the State Post Bureau earnestly implemented the function of administration in the postal industry. "Regulation of Management of Postage Stamps" was prepared to increase the degree of control and supervision and to prevent the behavior of selling postage and stamps, which didn't conform to the regulation. Amendment to "Postal Law" was finished and "Methods of Management of Philatelic Market" and "Methods of Reproduction of Postage Stamp Designs" were released. The management and administration of stamp market have been brought into the legal system and the order of post market has significantly improved.
